The Position

The Ventura County Sheriff’s Human Resources Bureau seeks a progressive and collaborative leader with a reputation for integrity and innovation, to assist in the day-to-day leadership of the Human Resources function. Reporting to the Sheriff’s Director of Human Resources, the Assistant Director is a classified management position overseeing Recruitment and Selection, Leave of Absence administration, Classification & Compensation, Labor Relations and Equal Employment Opportunity for an office of approximately 1,258 employees.

The ideal candidate will possess significant professional-level human resources experience in a public-sector environment and a graduate degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, or a related field. Experience in law enforcement is highly desired. Specifically, we are seeking a candidate with a working knowledge of the Peace Officers Bill of Rights Act (POBRA), labor code section 4850, and California P.O.S.T. (Peace Officer Standards and Training). We are also seeking a seasoned manager who will excel in managing, developing, and motivating staff.


  • Assumes management responsibility for major human resources functions within the Sheriff's Office, including recruitment and selection, classification and compensation, leave administration, disability management, and labor relations utilizing law enforcement specific technical expertise.
  • Supervises the Sheriff's Disability Management and Leave of Absence Administration.
  • Selects, trains, motivates, and evaluates staff at all levels within the Sheriff's Office Human Resources Unit.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement and reviews with the Director; directs implementation of improvements.
  • Provides guidance and coaching to managers regarding evaluation, progressive discipline, and the administration of the interactive process and workplace accommodations.
  • Receives employee complaints and partners with the Sheriff Professional Standards Unit to ensure timely and impartial investigations are conducted.
  • Assists in managing and participates in the development and administration of human capital management.
  • May represent the Sheriff's HR Director in meetings as requested.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs.
  • Performs other duties as assigned.

Any combination of education and experience which would demonstrate possession of the required knowledge, skills, abilities, and competencies listed below. An example of a qualifying education and experience is:

Education: Possession of a bachelor's degree in business administration, public administration, human resources management, industrial/organizational psychology, or related field, AND,

Experience: Five (5) years of recent and progressively responsible experience in human resources management in a civil service environment, including significant responsibility supervising professional-level staff.

Desired qualifications:
A graduate degree in business administration, public administration or a related field Law enforcement or public safety human resources experience

Prior to actual appointment, the successful candidate will be required to pass a thorough background investigation conducted by an investigator from the Ventura County Sheriff’s Office. The dimensions of the background investigation will include the candidate’s moral character, ability to handle stress and adversity, work habits, interpersonal skills and intellectual based abilities. Background investigation findings including dishonesty during any part of the application or hiring process may be a basis for removal from the eligible list.
