Principal Personnel Analyst

The County of Santa Cruz is currently recruiting for two Analysts to join the Employment Services Division (aka: Recruiting Division) and the Risk Division of the Personnel Department. Both positions are alternately staffed and may be filled at either level.
Employment Services Division Manager Position:
We are seeking a resourceful, organized and driven individual to serve as the Employment Services Division Manager. This position will oversee three recruitment teams in addition to the Talent Acquisition Analyst and front desk staff for a total of ten budgeted positions. As the Employment Services Division Manager, you will be responsible for leading executive level recruitments and managing the teams who support all other recruitments across 20+ departments. Additionally, you will be responsible for leading process improvement efforts and to maintain and enhance talent acquisition efforts. The ESD Manager will also be involved with county-wide initiatives to meet our operational goals. This position will report to the Deputy Director of Personnel and will be part of the Personnel Department Leadership Team.
Risk Analyst Position:
We are seeking a human resources professional who will work with the Risk Manager in administering, developing and supervising the County’s insurance programs and loss control programs in public liability, property risks, vehicular loss catastrophe insurances and fidelity bonding. The position will also provide risk analysis, loss prevention, evaluate insurable risk and determined adequate insurance coverages, coordinate investigation, adjustment and settlement claims where litigation is involved and contract administration. The Risk Analyst will be part of the Personnel Department Leadership Team and will report directly to the Risk Manager.
Summary of Minimum Qualifications
Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Senior Personnel Analyst:
Equivalent to graduation from college with a degree in Personnel Administration, Management, Public Administration, Organizational Development, Psychology, Business Law or a closely related field, and three years of professional personnel experience.
Principal Personnel Analyst:
Equivalent to graduation from college with a degree in Personnel Administration, Management, Public Administration, Organizational Development, Psychology, Business Law or a closely related field and four years of increasingly responsible professional personnel experience which included assignments in major program areas, with two years of experience supervising professional staff. One year of the personnel experience must have been related to public agencies.
