Under direction, to perform difficult and complex work in the contract administration and technical inspection of the construction and contracted maintenance work on roads, parks, airports, bridges, major buildings, related major public works, transit construction and land development projects; and may provide lead supervision to lower level personnel.

Typical Tasks
  • Reviews and interprets plans, specifications and sites for construction projects;
Assures contractors' conformance to plans, specifications and applicable safety regulations;
  • Assumes responsibility for the quality control of concrete, soil, mechanical and electrical equipment or other materials used on County construction projects;
  • Arranges and conducts preconstruction meetings, and makes suggestions or criticisms that serve to establish the procedural guidelines for the project;
  • Coordinates the various project functions with the owner, general contractor, architects, engineers, and other project consultants or agencies;
  • Estimates work completed and prepares the progress payment forms;
  • Supervises or performs the preparation of records, reports, as-built plans and other field office engineering work;
  • Checks quality of materials and construction methods by personal inspection or by the use of supporting staff;
  • Coordinates materials testing, construction surveying and electrical inspections;
  • Maintains a complete set of project records, reports and correspondence for each assigned project;
  • Reviews permit applications, determines proper conditioning, issues permits and collects fees;
  • Determines Improvement Security (bond) amounts and types, and releases project bond;
  • Attempts to resolve disputes which develop between the County, contractor, outside agencies or the public;
  • Schedules final inspections and recommends acceptance of projects;
  • Inspects to assure adherence by contractors to safety rules;
  • May provide project or lead supervision to lower level personnel, including training and assignment of work;
  • May be assigned as a Disaster Service Worker, as required;
  • Performs related duties as required.
