The Position

The Risk Manager manages and administers the City’s comprehensive risk management programs including workers’ compensation, liability and property claims, as well as overseeing compliance with the insurance provisions in City contracts and agreements. Additionally, this position will serve as a liaison with third party administrators, legal counsel, the City management team, and others in the adjudication of claims.

A bachelor’s degree in finance, business administration, public administration, or a closely related field, and, four years of increasingly responsible experience in the following areas is required: evaluation and administration of comprehensive risk transfer programs; administration of insurance provisions in contracts and agreements; administration and adjudication of workers’ compensation, liability, property or similar claims; facilitation of interactive processes in compliance with State and Federal regulations; and facilitation of disability retirements through CalPERS.


The Ideal Candidate

The ideal Risk Manager candidate will be skilled in the principles and practices of administering programs to minimize the City’s exposure to liability and workers’ compensation losses. The ideal candidate will also have experience in long- and short-range planning, budget development, and staff development and management.  Certification as a Risk Manager through ARM, ARM-P, IEA, or an equivalent professional or vocational institution, is desirable.




The salary for the incoming Risk Manager ranges from $7,438 - $9,081 monthly; placement within this range is dependent upon qualifications. The City also offers an attractive benefits package including:

  • Retirement – The City offers two retirement formulas based on the employee’s current California Public Employees’ Retirement System (CalPERS) membership status: for Classic Members, 2.7% @ 55; for PEPRA Members, 2% @ 62.
  • Medical Insurance – The City currently offers Kaiser and Blue Shield HMO plans as well as several Anthem Blue Cross PPO plans through CalPERS.
  • Annual Leave & Holidays – Employees accrue 107 hours during their first year of employment. Upon completion of the first year, employees shall accrue 216 hours annually with a maximum accrual rate of 295 hours annually (based on years of service). There are 12 (8 hour) paid holidays (96 hours) per calendar year.
  • Annual Leave Buyback – Eligible employees may “buy back” a maximum of 160 hours of Annual Leave once each year.
  • Disability & Life Insurance – Short-term and Long-term disability insurance plans are provided to each employee. Also, a term life insurance policy is provided to each employee equal to 5 ½ times the employee’s annual basic earnings to a maximum of $750,000.00.
  • Other Benefits – Tuition Reimbursement, Deferred Compensation Plan, Longevity Pay, Paid Medicare, Direct Deposit, Employee Assistance and Counseling Program, and Executive Leave option.

The City of Corona is conveniently located 25 miles from Southern California family theme parks and 45 miles from local beaches and Los Angeles in western Riverside County. The City of Corona is a General Law city operating under a Council-Manager form of government. Policy making and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council and the City Treasurer are elected at-large for a four-year term. A municipal election is held on the first Tuesday in November during even-numbered years. Each December, the Council meets and chooses one of its Members as Mayor and one as Vice Mayor. The Mayor is the presiding officer of the Council. Additionally, the City of Corona will be changing from its current “at-large” system for electing City Council Members to a “by district” system starting in November 2018.


Corona provides a full-array of municipal services including public safety (police, fire, and emergency medical response), community development, public works, library and recreation, maintenance services, water and power, information technology, as well as the traditional internal administrative management support functions including finance, human resources, and labor relations. The City’s General Fund operating budget for Fiscal Year 2018/19 is approximately $134 million and the City has a workforce of 621 FTE positions.
