The Department of Public Works, whose mission is to provide the community with quality services, maintain and improve our public infrastructures and facilities, and support the preservation of Marin's unsurpassed beauty, has a full-time vacancy for a Procurement Manager.
Under the general direction of the Assistant Director of Public Works (DPW), the Procurement Manager facilitates policy development and implementation for procurement business processes and provides operational management, leadership and direction to the Procurement Division. Responsibilities with the Procurement Division include oversight of related budgets, contracts, quality monitoring through outcomes, measurements, and fulfillment of county, state, and federal procurement requirements. This position directly oversees DPW staff, reports to DPW Executive Management and provides procurement related guidance and training on a Countywide level. The Procurement Manager provides centralized oversight of County procurement activities by collaborating with departments to ensure transparent and ethical practices, implementing new procedures, and evaluating alternatives for department-specific needs. This position also serves as the procurement focal point for the MUNIS ERP system.
The ideal candidate has a background in leadership and management with experience building and developing collaborative relationships with multiple stakeholders in complex work environments. The highly qualified individual will be able to provide leadership, oversight, and support to the Procurement team with knowledge of government procurement policies, procedures, laws, and regulations. They will understand the importance of organizational change management and continuous improvement possessing high levels of business acumen and communication skills to work enthusiastically in a constantly changing, results-oriented environment. The ideal candidate is organized, responsive, dependable, and flexible using critical thinking to implement customer-focused solutions. The ideal candidate works with a sense of urgency and strives for excellence and has the ability to provide accurate, consistent and detailed reporting.
We recognize your time is valuable, so please do not apply if you do not have at least the following required Minimum Qualifications: the equivalent of five years of increasingly responsible professional level purchasing experience. At least one year of the experience must have included lead or supervisory experience in procurement or contracting.
A Bachelor’s degree in business or public administration, accounting, finance, marketing, economics, purchasing, supply chain management or a closely related field may substitute for two years of the required experience. There is no substituting for the one year of experience which included lead worker experience or supervision of staff engaged in procurement or contracting.
Certifications: Possession of a Certified Purchasing Manager (CPM), Certified Professional in Supply Chain Management (CPSM), Certified Public Purchasing Officer (CPO) is highly desirable
