SUMMARY DESCRIPTION
The City of San Marcos is currently recruiting for a qualified Principal Civil Engineer to lead the Land Development Engineering Division.

San Marcos is purposefully shaping its emerging community, and as Principal Civil Engineer in the Land Development Engineering Division, you will help guide that legacy.
 
Your Day-to-Day
By collaborating with our Development Services Director, City Engineer and Deputy City Engineer, you'll oversee all land development projects. You'll be leading the Land Development team, overseeing all private projects and working alongside our Development Services Director in shaping the future of this city. 
 
You will be working closely with our other Engineering Divisions (Traffic and Capital Improvement Projects) as wells as numerous other Division and Departments on projects ranging from breweries and apartments to large urban specific plans with multi-story buildings.
 
You will be one of the first to know about these exciting projects whether it be the restaurant around the corner, an innovative new housing development or the tallest building in the city.   You will be given the flexibility in how your team reviews and approves these projects. 
 
As an authority in land use, we'll depend on your expertise in design, plan review, and permitting. You'll be the point person ensuring everything is completed on time and on budget by your staff or consultants.  You will be a leader in growing a solution driven and customer service oriented culture within your team and throughout the organization.

REPRESENTATIVE DUTIES
SUMMARY DESCRIPTION
Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for major and minor engineering, development, and/or construction projects; ensures work quality and adherence to established policies and procedures; and performs a full range of advanced level professional civil engineering construction management duties involved in completing the more technical and complex tasks relative to assigned area of responsibility potentially including; capital improvements, land development, traffic and public works inspections.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Provides assistance to the Deputy City Engineer, City Engineer and/ or Development Services Director in planning and organizing the activities of the Engineering Divisions; prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for major and minor engineering, development, and/or construction projects including; capital improvement projects, land development, traffic engineering, traffic control improvements, floodplain management, construction management/inspection and stormwater management programs.

As assigned plans, organizes, and supervises professional engineering work in the design and construction of all public works and private land development projects; writes specifications and prepares cost estimates; implements Federal, State, and local zoning, planning, and land use regulations; reviews and prepares descriptions for easements and land acquisitions; reviews standard specifications and adds special provisions for unusual engineering projects; administers improvement assessment district proceedings.
As assigned, serves as project manager for federally funded projects including federally funded street improvement projects; prepares grant funding applications and budgets; develops project scope; prepares consultant agreement and administers consultant contracts; coordinates, selects, and manages consultants; reviews plans, specifications, and estimates; coordinates project approvals; prepares and monitors project schedules.
As assigned, serves as project manager and City representative for multi-agency programs and projects; prepares plans and correspondence; attends meetings and presents information; develops regional procedures.
As assigned, assists the Deputy City Engineer in the administration of traffic safety responsibilities; reviews private development projects and traffic studies; Prepares Traffic Safety Commission (TSC) reports and studies; responds to citizen correspondence and phone calls relating to traffic matters; prepares technical reports.
Participates in the selection, training and evaluation of assigned professional and paraprofessional staff as well as contractors and consultants; provides or coordinates staff training; works with employees on performance issues in coordination with Human Resources; implements discipline procedures in consultation with Human Resources; responds to staff questions and concerns.
As assigned assumes responsibility for the Public Works/Engineering Department's construction management and inspection activities; manages and administers multiple development, right-of-way, and capital construction projects; manages contracts and agreements; ensures completion of projects within budgetary, regulatory, and time constraints.
Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements; ensures construction and land development files and records are appropriately maintained.
As assigned reviews and garners approval from appropriate design persons of construction submittals, contract change order requests, schedules, and design changes and reviews schedules of construction; prepares and processes progress payments, contract change orders, statements of working days, requests for information response, reports of completion, resolutions of acceptance, and notices of completion.
As assigned directs construction operations, services, and activities in accordance with applicable regulations and standards for infrastructure construction and employee safety training.
As assigned directs, coordinates, and reviews the work of construction and inspection operations, services, and activities; monitors work flow; assigns work activities and projects and works to identify and resolve problems; reviews and evaluates work products, methods, and procedures; negotiates and resolves construction disputes and participates in construction claim defense.
As assigned, oversees right-of-way permit process; reviews and approves various  permit applications; issues permits for private development projects; and monitors conformance of construction to ordinance requirements.
Responds to and resolves citizen and staff inquiries, concerns, and complaints in a timely and effective manner.
As assigned performs the more technical and complex tasks of the work unit including preparing plans, specifications, and calculations for special City projects as necessary.
As assigned performs constructability review of plans and specifications for assigned projects; reviews structural calculations from other departments as necessary.
As assigned prepares project certifications; prepares requests for project authorizations; prepares invoices for reimbursement; documents procedures and approvals.
Maintains records concerning operations and programs; prepares reports on operations and activities.
Serves as staff on a variety of boards, commissions, and committees including City commissions, councils, and planning groups; prepares and presents staff reports and other necessary correspondence.
Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of engineering; incorporates new developments as appropriate into programs.
Performs other related duties as required.
