Under administrative direction, plans, organizes, coordinates and directs the programs and activities of the City’s Planning Department; provides expert professional assistance to management staff on planning matters in accordance with all applicable laws. Perform related work as assigned.
 

Job Duties and Responsibilities:

  • Develop and direct the implementation of goals, objectives, policies, procedures and work standards for the planning functions.
  • Assists in the preparation and administration of the departmental budget. Work closely with the City Manager, City Council, other City departments, a variety of public and private organizations, and the community groups in developing programs and implementing projects to solve problems related to regional planning issues. Act as a City representative at monthly regional meetings.
  • Advise the City Manager and City Council on related issues and programs. Serve as Professional advisor on federal, state and local planning issues.
  • Prepare and recommend long-range plans for City services and programs.
  • Supervises the preparation and maintenance of a master plan for the physical development of the City, the collection and analysis of data for environmental, current and future planning purposes, and the administration of zoning and subdivision codes.
  • Make interpretations of City regulations and various ordinances, codes and applicable laws to ensure compliance.
  • Confers with property owners, land developers, neighborhood organizations, business and civic leaders and the general public regarding development and use of land in the City and understands economic realities of development.
  • Coordinate the preparation of a wide variety of reports or presentations for City management or outside agencies.
  • Review and remain current with legislation and legal opinions that may affect activities of the Division.
  • Direct the selection, supervision and the work evaluation of departmental personnel. Monitor and direct employee relations and grievance procedures. Provide for staff development and training programs.
  • Direct the development of management systems, procedures and standards for program evaluation. Monitor developments related to delegated service area. Evaluate their impact on City operations and implements policy and procedure improvements.
  • Responsible for advice, maintenance and recommendations related to urban development and the City’s General Plan.
  • Plan, organize, administer and coordinate a variety of large and complex services, programs and staff; select, motivate and evaluate staff and provide for their training and professional development.
  • Develop and implement goals, objectives, policies, procedures, work standards and internal controls; under-stand, interpret, explain and apply complex city, state and federal laws regulating community development programs and projects; analyze complex technical and administrative problems, evaluate alternative solutions and adopt effective courses of action.
  • Prepare clear and concise reports, correspondence and other written materials.

  • Possess strategic problem-solving skills to develop feasible solutions to problems, recommend actions, designed to prevent problems from occurring, and refer problems to upper management when necessary.
  • Possess planning and organizing skills to develop long-range plans to solve complex problems or take advantage of opportunities, establish systematic methods of accomplishing goals.
  • Possess good communication skills to effectively convey ideas, both written and oral.
  • Ability to effectively read and understand information contained in memos, reports, and bulletins.
  • Possess creative decision-making skills to evaluate or make independent decisions, based on experience or knowledge, without supervision.
  • Ability to comprehend and to follow instructions, including verbal and written instructions from supervisor.
  • Strong time management skills in order to meet deadlines.
  • Maintain interpersonal relationships which encourage openness, candor and trust.
  • Ability to work in a diverse team environment.
  • Possess good judgment, dependability, adaptability and punctuality.
  • Mathematical ability to calculate basic arithmetic problems without the aid of a calculator.


Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in urban planning or a related field, and at least 5 years of progressively responsible experience in municipal planning and management. A Master’s degree with major coursework in community development, urban planning or a related field or AICP certification, and 3 years of experience as a supervisor is highly preferred.
  • Knowledge of administrative principles and methods, including goal setting, program and budget development and implementation, and employee supervision; principles, practices, and programs related to planning development.
  • Knowledge of applicable city, state and federal law guidelines and standards affecting the administrative of planning programs and projects; principles and practices of budget development and administration; social, political, and environmental issues influencing programs administration; principles and practices of business computer user applications
  • Proficient in Microsoft Office Suite, Access and basic GIS mapping.
  • Valid California Class C driver’s license with good driving record.

Compensation:

  • Annual Salary* $102,206 - $124,254
  • *Depends on Experience and Qualifications

  • Vacation: Paid vacation of 10 days to start, up to 25 days maximum
