POSITION SUMMARY
Under the direction and guidance of the Tribal Chief Executive Officer (CEO) and the Planning & Analysis Manager is held to the highest fiduciary standards while preparing technical investment validation modeling, business plans, long range forecasting and financial reports, protocols and quantitative analyses. The position is expected to assume larger analytic responsibilities, and their tasks may involve interaction and coordination with external clients. Exemplifies relevant expertise that creates a competitive advantage in obtaining and preserving new business ventures. The ability to exercise technical discretion in design, execution and interpretation of data that contribute to project goals, and uses professional concepts in accordance with standard, accepted research methods and technologies.
 
The Planning & Analysis Manager has strong communication and leadership skills and ability to apply established principles, theories and concepts in assigned areas of responsibility.
 
DUTIES & RESPONSIBILITIES
Maintain and improve an effective planning and analysis capability that will provide executive management with appropriate analytical tools to establish goals and measure performance of the Tribal organizations.
Analyzes financial data by collecting, monitoring and creating financial models for decision support.
Improve financial status by analyzing results; monitoring variances; identifying trends; recommending actions to management.
Identifies financial status by comparing and analyzing actual results with plans and forecasts throughout Tribal organizations.
Guide cost analysis process by establishing and enforcing policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions.
Provides recommendations by analyzing and interpreting data and making comparative analyses; study proposed changes in methods and policy.
Increases productivity by developing automated reporting/forecasting tools.
Performs in-depth analysis of real estate portfolio including highest and best use of land planning for the Tribe’s real asset holdings.
Develops strategies for financial restructuring and/or amendment of regulatory agreements as needed.
Identifies potential projects, analyzes and reports on feasibility, prepares proposals, researches funding sources.
Understands market research, data mining, business intelligence, and valuation methodologies.
Conducts research, in accordance with standard, accepted research methods and technologies.
Prepares findings consistent with the project outline (i.e., tables, charts, narrative, etc.) for presentation or for further applied or theoretical research activities
Provides financial health and risk assessments in coordination of project models.
Performs financial, operational and technical analysis and provides support to executive management by ensuring business strategies and financial goals are achieved.
Coordinates government and business financial planning, including short and long term financial forecasting.
Supports the annual budget process.  Develops historical, current and potential future trend analysis including the impacts of population growth analysis of the Tribe and surrounding community.
Assists in assessing and communicating financial and operating results to executive team.
Participates in assessment of current systems and business processes for adequacy and consistency.
Strong analytical (quantitative as well as qualitative) skills including building models, prior data mining and online market research.
Strong financial analysis foundation creating forecasts and models.
Knowledge of and ability to appropriately apply principles of research, to includelibrary research, interviews, documentation and analysis, understanding and application of relevant theory, use of database and spreadsheet software.
Ability to learn and adapt new principles.
Capacity for analysis and grasp of data warehousing and business intelligence tools.

MINIMUM QUALIFICATIONS
Master’s degree from an accredited college or university with major course work in finance, financial planning, business strategy, managerial economics, business strategy, managerial finance, or a related field.
Must have 5-7 years of experience in Planning and Analysis or equivalent, plus topical expertise.
Experience in Economics, applied econometrics and application of financial theory.
Experience using quantitative and statistical methods.
Experience in Enterprise wide Accounting software.
Advanced proficiency with Microsoft Excel is required; familiarity with data query/data management tools extremely helpful (Access, SQL, Business Objects).
An excellent governmental and business sense.
Excellent project management skills with a focus on organization and attention to detail.
Ability to work in an interdisciplinary environment.
Ability to produce objective clear logical reports supported by data, research or other factual basis.
Excellent command of English language, spelling, grammar and punctuation.
Very strong interpersonal and effective communication skills, both written and verbal.
Local travel is occasionally required.  Travel outside of the state is infrequently required.  Typical travel time is generally less than a week.
Must successfully complete a pre-employment drug screen and background investigation. 
 
WORK ENVIORNMENT
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in proofreading correspondence and work related documents. Acute hearing is required. Typically, office work setting conditions.
