There is one vacancy in the Department of Finance which may be filled as either a Payroll Accounting Technician OR Payroll Accounting Technician Trainee. This position is designated as a two-year fixed-term appointment. Fixed-term positions may be extended for up to 2 years or may end sooner if the project is completed early or funds are no longer available. Payroll Accounting Technician
Under supervision, the Payroll Accounting Technician performs a range of both standard and complex tasks related to processing payroll for the County and a variety of Special Districts. Duties include maintaining employee withholding and deduction data and processing associated payroll transactions, interpreting and applying County policies and government payroll regulations, and assisting in the analysis and evaluation of payroll problems. In addition, the Payroll Accounting Technician answers questions regarding payroll deductions and counsels employees on family leave, workers’ compensation, sick pay, catastrophic leave, and direct pay of insurance premiums. This position requires attention to detail to ensure payroll is processed accurately, and according to County policies, collective bargaining agreements and applicable laws, while consistently meeting deadlines.

Payroll Accounting Technician Trainee
Initially under close supervision, the Payroll Accounting Technician Trainee performs a range of both standard and increasingly complex tasks related to processing payroll for the County. Duties include maintaining employee withholding and deduction data and processing associated payroll transactions, learning, interpreting and applying County policies and government payroll regulations and assisting in the analysis and evaluation of payroll problems. In addition, the Payroll Accounting Technician Trainee answers routine questions regarding payroll deductions and counsels employees on family leave, workers’ compensation, sick pay, catastrophic leave, and direct pay of insurance premiums. This position requires attention to detail to ensure payroll is processed accurately, while consistently meeting deadlines. Upon satisfactory performance and successful completion of the one year probationary period, incumbents are expected to advance to Payroll Accounting Technician.

Payroll Accounting Technician
The ideal candidate has experience processing high volume payroll in a unionized environment or for a government entity. They have worked with an enterprise system to process payroll in-house, possess working knowledge of FLSA, recent W4 changes, and the intricacies of working across multiple bargaining units and have the ability to troubleshoot payroll issues, The ideal candidate is an effective team player who is able to multi-task while remaining calm under pressure in a fast-paced working environment where exceptional customer service, tact and diplomacy are required. The ideal candidate must have a strong work ethic including the ability to prioritize work and remain organized. They are proficient in Microsoft Office with mastery of Excel, including functions such as VLOOKUP and pivot tables.

Payroll Accounting Tech Trainee
The ideal candidate has experience processing high volume payroll in a public or private entity. They have worked with an enterprise system to process payroll in-house, possess working knowledge of FLSA and have the ability to troubleshoot payroll issues. The ideal candidate is an effective team player who is able to multi- task while remaining calm under pressure in a fast-paced working environment where exceptional customer service, tact and diplomacy are required. The ideal candidate must have a strong work ethic, including the ability to prioritize work and remain organized. They are proficient in Microsoft Office, particularly  Excel.

Payroll Accounting Tech
Equivalent to completion of two years of college (60 semester or 90 quarter units) with major course work in accounting, bookkeeping or a related field and one year of responsible payroll record keeping experience or related  accounting/bookkeeping experience. Additional payroll experience may be substituted for the education on a year-for-year basis.

Payroll Accounting Tech Trainee
Completion of 6 semester or 9 quarter units in accounting, bookkeeping or a related field OR six months of experience performing clerical work in a finance, payroll or human resources environment.

Special Requirements: The successful candidate will be subject to a background investigation prior to appointment.
