THE POSITION
Under general supervision, provides a variety of technical administrative support to departmental administrative function or program operation; may coordinate a full range of complex administrative, financial, office support and technical related program functions.
An eligibility list is being established to fill the vacancy in the Public Works Department, as well as future related full-time, part-time or temporary citywide vacancies. This position is flexibly staffed and may be filled at either level depending on the qualifications of the candidate and the needs of the City.

EXAMPLES OF DUTIES
Depending on assignment, duties may include but are not limited to the following:
Performs moderately complex, technical-level duties that may include collection, compilation, evaluation and reporting of department-specific program or administrative information; manages departmental databases by ensuring quality control of database or spreadsheet information.
Coordinates program area(s) and implements policies focused on a segment of the department's operations or administrative support activity such as budget, purchasing, contracts, personnel or payroll activities; conducts surveys and performs administrative research, statistical or fiscal summaries or routine analysis; compiles data or materials and prepares reports, manuals and publications.
May assist in the development and monitoring of budget documents by calculating regular or on-going revenue and expenditures and summarizing such data for management review; reviews and analyzes financial data and justifications; researches cost of specified goods; coordinates department or program accounts payables.
Assists in contract administration, including processing of request for proposals and professional or simple service agreements, purchase requisitions, change orders, and tracking of encumbrances and payments.

Assists in the design, improvement and implementation and administration of systems, forms and/or tracking procedures for operational use; participates in or leads in the installation and administration of new and revised programs, systems, policies, procedures and methods of operation.
Drafts written procedures to implement adopted policies or to clarify and describe standard practices; may review, edit or participate in the development of policy; writes narrative reports; may prepare grant application and reimbursement documentation; coordinates publication and dissemination of department materials, brochures, or other documents.
May be assigned to coordinate department projects, systems or programs involving interaction with other departments; monitors services provided to customers or the work of contractors, volunteers.
May be assigned responsibility for attending meetings on behalf of other higher level professional or management staff; serves as coordinator for department projects or programs or provides technical support to program advisory groups, which may include data compilation and summarizing minutes of meetings.
Responds to public inquiries regarding program procedures, accounts receivable, department operations and available services as well as public information requests.
May act as lead over clerical/secretarial staff.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Management Technician I:
A combination of experience and education equivalent to two years of administrative or technical level support experience or one year of highly complex clerical support involving data collection, report writing, and/or research (equivalent to Administrative Secretary, Legal Administrative Secretary, Executive Assistant or Police Records Supervisor) plus college coursework in business or public administration or closely related field.
Management Technician II:  A combination of experience and education equivalent to three years of administrative or technical level support experience or two years of highly complex clerical support involving data collection, report writing, research and/or supervision (equivalent to Administrative Secretary, Legal Administrative Secretary, Executive Assistant or Police Records Supervisor) and two years full time college  course work (48 semester units) in business or public administration or a closely related field. 

LICENSE/CERTIFICATES
License:
Depending on assignment, possession of a valid California Class C driver's license may be required.
