THE POSITION
The City of Novato is seeking to fill the position of Management Analyst I/II. This position will be assigned to the City Manager's Office in Central Administration and is responsible for performing a wide variety of complex, highly responsible professional, analytical, and administrative support activities, including participation in department and City-wide administrative processes, procedures, and programs, research and analytical reporting, policy development, and special projects and studies. Appointment at the Management Analyst I or II and starting salary will depend on the experience and qualifications of the successful candidate. Please note: This position is limited term for approximately 18 months; however may be extended based on the needs of the City Manager's Office.

DISTINGUISHING CHARACTERISTICS
Management Analyst I:
 This is the entry level class in the Management Analyst series. This class is distinguished from the Management Analyst II by the performance of the more routine tasks and duties assigned to positions within the series. This class is typically used as a training class requiring only limited related work experience.
Management Analyst II: This is the full journey level class within the Management Analyst series. Employees in this class are distinguished from the Management Analyst I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit assigned. 

IDEAL CANDIDATE
The City of Novato is seeking an energetic and self-motivated Management Analyst I/II to provide high level administrative support to the City Manager's Office.  This position will work closely with the executive team and will be intricately involved in the development, planning, coordinating City Manager initiatives such as the development of an agency communication plan, including the City Manager's Newsletter. The successful candidate will perform research and analyses on legislative and local government issues and make recommendations on the development and/or improvement of city-wide programs. The ideal candidate will have a collaborative approach and be comfortable presenting to a wide variety of groups, including executive staff and community committees. Further, the successful candidate will demonstrate good judgment and discretion, the ability to be flexible and maintain confidentiality, excellent interpersonal skills, honesty and a friendly approach.

Typical duties may include:
  • Participate in assigned administrative support functions, including the assigned budget and various specialized department programs
  • Participate in the development and implementation of operational and administrative programs, policies, and procedures
  • Participate in the preparation and administration of assigned budget(s)
  • Maintain and monitor appropriate budgeting controls
  • Collect, compile, and analyze information from a variety of sources on specialized topics related to assigned department and programs
  • Prepare clear and concise reports which present and interpret data, identify alternatives as appropriate, and make and justify recommendations
  • Assist in the drafting and implementation of department policies and procedures
  • Serve as a liaison with public and private organizations, community groups and other related organizations
  • Review and respond to complaints and questions from the general public relating to assigned area of responsibility, review problems and recommend corrective actions, and prepare summary reports as required
  • Participate in special projects, including research and development of new programs and services, budget analysis and preparation, and feasibility analyses
  • Prepare and present reports and participate in a variety of department operations
  • Prepare comprehensive technical records and reports pertaining to assigned area of responsibility
  • Conduct research and comprehensive data collection efforts to support analysis
  • Provide training in a variety of areas to department and City staff as required

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities is to possess:

Management Analyst I

The equivalent of a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field. Possession of a Master's degree is desirable.

Sufficient administrative and analytical experience to obtain the required knowledge, skills, and abilities required. Experience working in a municipal or other public agency setting is desirable.

Management Analyst II

The equivalent of a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field. Possession of a Master's degree is desirable.

Sufficient number of years, typically two (2) or more, of increasingly responsible administrative and analytical experience to obtain the required knowledge, skills, and abilities required. Experience working in a municipal or other public agency setting is desirable.

The City of Novato is seeking to fill the position of Management Analyst II. This position will be assigned to the Administrative Services Department, reporting directly to the Assistant City Manager, and is responsible for performing a wide variety of complex, highly responsible professional, analytical, and administrative support activities, including participation in department and City-wide administrative processes, procedures, and programs, research and analytical reporting, policy development, and special projects and studies.

IDEAL CANDIDATE

The City of Novato is seeking a dynamic and self-motivated Management Analyst II to provide administrative management assistance to executive staff through planning, coordinating and leading projects, conducting research and analysis, and providing recommendations for the development and improvement of city-wide programs. This position will work collaboratively in the development and review of administrative policies, grant development and budget oversight, along with contract administration, legislative analysis, and Community Improvement Projects (CIP) plans. The successful Management Analyst will be a self-starter who demonstrates the ability to exercise considerable judgment and discretion, maintain confidentiality, possesses excellent interpersonal, project management, and time management skills, and high integrity and honesty while being committed to providing superior customer service to internal and external customers. The successful candidate will also possess advanced proficiency with Excel, the ability to effectively liaison with Boards and Commissions, and experience with public speaking and making presentations.
