Under direction performs a wide vartiety of responsible professional level research, analytical and administrative tasks in support of a department, division, or progran.
This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.
This flexibly staffed position may be filled at either the I or II level depending on the qualifications of the applicant and the staffing needs of the City.
An eligibility list is being established to fill the current full-time vacancy in the Ventura Water Department as well as future city-wide vacancies.

EXAMPLES OF DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties specific to assigned functional area, business needs or practices. Duties may include, but are not limited to, the following:
Conducts administrative or management studies, analysis and investigations related to the activities and operation of the assigned department or program area; gathers, compiles, and interprets a variety of statistical data; prepares administrative reports.
Conducts surveys, research, and analysis, gathering complex technical data into precise, compelling and easy to understand reports and visuals for distribution to a wide variety of audiences.
Participates in the planning, development, implementation and administration of assigned programs, activities, and special projects, including strategic planning. Performs complex research of new programs, services, policies, and procedures.
Maintains assigned websites. Administers and maintains assigned systems and standards, which may include master file, user profile, and password creation and maintenance.
Assists in preparing and negotiating contracts; Coordinates contract administration.
Analyzes and monitors department or division expenditures and revenues; participates in the preparation and administration of department or division budget; prepares various financial reports as required; prepares purchase authorizations; approves accounts payable, expense reports and budget transfers; prepares grant application submittals and tracks status.
Provides responsible administrative support to assigned functional area assisting department head and managers with administrative processes, policies and procedures and assists in the installation of new programs; develops criteria to evaluate personnel needs, certification requirements, operating effectiveness, and budgetary requirements; prepares procedure manuals; may chair or actively participate in special task forces for various projects; may organize materials for community meetings or task forces adhering to public notification requirements.
Works with other agencies, groups and individuals to coordinate departmental activities;
Represents the City or department at conferences, meetings, and/or legislative hearings.
Studies selected aspects of proposed legislation and provides advice regarding its possible effect on department programs; prepares copies of articles for publications.
Makes oral presentations to various city or community groups, organizations, governmental agencies, and the public.
Assists the public by fielding general and technical questions; responds to and resolves difficult and sensitive customer complaints and inquiries.
May supervise and review the work of technical, clerical, and secretarial staff.
Performs other related duties as required.
License: Depending on assignment, possession of a valid California Class C driver's license may be required.
A combination of experience and education equivalent to a Bachelor's degree in business or public administration, or a related field, AND experience as follows:
Management Analyst I: requires one year of professional administrative/analytical experience OR one year of experience as a Management Technician II with the City of Ventura. Public sector experience is desirable. A Master's degree, plus completion of an internship with a local government agency, is also qualifying.
Management Analyst II: requires two years of experience equivalent to that of a Management Analyst I with the City of Ventura, performing a variety of professional support activities, preferably in a public agency.
