The City of Livermore seeks a Director of Innovation and Economic Development who is a creative leader with experience in traditional economic development in addition to thinking of economic development from the ground up: incorporating elements of entrepreneurship, infrastructure, land use, and the development of social networks to attract and retain business and talent to our community. This job is a blend of traditional economic development and refining a strong entrepreneurial and business friendly brand for the community.  This position will take the City’s vision and create a strategic plan, promote entrepreneurship, build a workforce, and recommend investments to key infrastructure that will retain high value add businesses, and remove barriers for small scale business to thrive in our community.  This job will work with executive leadership, City Council and other political leaders, current businesses, constituents, and internal frontline contributors.


Our City departments and executive team don’t work in silos; we act as bridge builders and work together to find creative solutions to issues. The Innovation and Economic Development Department is progressive, creative and enterprising. As an important liaison between the business community and the City, the successful candidate will lead our think tank group and bring new ideas and recommendations to promote City Council’s economic vitality goals.  


This is an at-will, executive department head position that reports directly to the City Manager and oversees two full-time staff and a budget of $3.3 million.  The Director will foster and develop an entrepreneurial ecosystem, sustain innovation, contribute to business growth and modernization, and lead culture change where innovation and new ideas are encouraged and tested.  This leader will have exceptional verbal and written communication skills, has true enthusiasm, enjoys people, and has a high level of energy and creative ability.



Leadership / Technical & Business Acumen

  • Invest in core infrastructure, attract and retain an educated and creative work force, engage regional partners, and leverage the strengths of the current community.
  • Continue to advance i-GATE & “The Switch” – an independent, 501C3, entrepreneurial incubator.
  • Seek community opportunities and ideas to secure business growth and modernization and provide economic development support from concept through completion. 
  • Use knowledge in planning and urban design, change management, and communications.
  • Develop and pursue new revenue-generating business relationships with targeted firms, identify and secure additional business opportunities among existing clients, and foster relationships with both. 
  • Be highly community oriented, customer service minded, and an interdepartmental collaborator to champion business interests throughout the organization.
  • Be well-versed in contemporary aspects of urban design and planning and bring a passion for the intersection between the urban fabric and economic vitality.
  • Simplify complex codes and policies to better position the community to maximize its potential. 
  • Be forward-thinking and creative and place an emphasis on the importance of teams and a spirit of collaboration. 



In addition to the above competencies, our candidate should have:

Any combination of experience, education and training that would provide the best qualified candidates.  A typical way to obtain the knowledge, skills and abilities would be:

  • Eight years of increasingly responsible professional experience in economic development and related activities.
  • Four years of experience in management overseeing program planning and development, and budget and staff oversight.
  • Bachelor’s degree from accredited college/university in business administration, planning, economics, public policy, public administration, marketing/communications, urban planning, or related field. A Master's Degree is ideal. 
  • The incumbent will be required to possess a valid California Driver’s license and a satisfactory driving record.



The City of Livermore offers an attractive compensation and benefits program. The salary range for this position is $166,800 - $208,500 annually DOQ/DOE, and a competitive benefits program.  See brochure for more benefits details.
