THE POSITION
Under general supervision, provides a variety of confidential administrative, paraprofessional and technical support for services and programs in assigned areas, which may include Benefits Administration, Labor and Employee Relations, Recruitment and Selection, Training and Development, General and Auto Liability, Insurance, Workers’ Compensation, Salary Continuation, Leaves of Absence, Safety, Employee Fitness and Ergonomics Programs, Employee Records, or other related areas.
Positions are designated as "confidential" under the City's Employer-Employee Relations Resolution.
This job classification is flexibly staffed and the position may be filled at either level depending on the qualifications of the incumbent and the needs of the City.  An eligibility list is being established to fill the current vacancy in the Workers' Compensation and Risk Management Division, as well as future full-time or part-time related vacancies in any section of the Human Resources Department. 

DISTINGUISHING CHARACTERISTICS
Human Resources Technician I: is the entry into the para-professional level classification in this job series. Under general supervision, incumbents perform para-professional support duties, in addition to administrative duties, related to Human Resources and Risk Management, the Human Resources Technician I typically performs more routine and standardized support tasks requiring demonstrated ability to apply rules and procedures logically and equitably. Positions are flexibly staffed to Human Resources Technician II and incumbents are expected to advance within a reasonable period of time.
Human Resources Technician II: is the journey-level para-professional classification and is distinguished from Human Resources Technician I by assignment of more complex technical support work. Incumbents are responsible for independently implementing programs and making decisions regarding programs and benefits within established guidelines. Incumbents perform the full range of duties under supervision, in an independent manner, working closely with the division management.

EXAMPLES OF DUTIES
Depending on assignment, duties may include, but are not limited to the following:
Compiles and maintains records and coordinates and supports programs related to Benefits Administration, Labor and Employee Relations, Recruitment and Selection, Training and Development, General and Auto Liability, Risk Administration, Workers' Compensation, Occupational Safety, Employee Wellness Programs, Department of Transportation Program, Employee Records, or other related areas.
Workers’ Compensation: Assists in the processing, review, verification, and filing of claims. Administers elements of the self-insured Workers’ Compensation Program; acts as a liaison between the third-party claims administrator and City staff to coordinate claims investigations. Coordinates referrals for medical treatment and return-to-work assignments. Communicates with legal representatives and third-party claims administrators. Updates department staff on status of injury claims. Coordinates processing of disability leave of absences and salary continuation benefits. Maintains related records and files. Assists in identifying, evaluating, and developing programs for the reduction of risk and loss control. Attends and participates in litigation proceedings, such as, hearings and depositions related to Workers’ Compensation matters.
Risk Administration: Utilizes Risk Management, Human Resources, Financial Accounting, and third-party administrator databases to input, track, and retrieve information. Compiles data and prepares a variety of reports using available information and data. Receives, tracks, and responds to service requests from employees, supervisors, managers, vendors, claims administrators, attorneys, medical providers and others. Performs City contract, permit and insurance review. Explores opportunities for risk transfer. Assess and communicates insurance requirements. Reviews and develops statistical information from third-party administrator, insurance brokers, or other data sources to create and publish loss trends and other measurements for improvement. Responds to inquiries and or requests for internal and external customers. Coordinates meetings, trainings, special events, and other activities as required.
General and Auto Liability: Coordinates the processing of liability claims filed against the City. Administers elements of self-insured liability, property, and automobile programs. Receives, reviews, investigates, evaluates, and recommends actions for liability claims; performs field inspections of accident scenes and locations; photographs and documents investigation findings and results; prepares assessments and recommendations within designated authority; performs and acts as City representative in depositions, small claims court and other legal proceedings. Researches relevant codes, laws, defenses, and immunities; researches City policies, procedures and activities to monitor risk factors. Serves as liaison between departments and the third-party claims administrator. Prepares periodic reports for internal and external parties and identifies loss trends. Responds to citizen inquiries and complaints in a prompt, professional, and courteous manner. Organizes, attends and participates in a variety of meetings.
Employee Wellness: Plans and coordinates employee fitness and health programs, including, but not limited to; on site exercise classes, instructor staffing, and fitness center operations and equipment. Assists in the coordination of special events such as health fairs, and incentive programs. Arranges for ergonomic evaluations of employee work locations.
Department of Transportation (DOT) Program: Maintains the database of DOT drivers and ensures compliance with DMV and DOT requirements. Arranges for medical testing, as required by the DOT. Interacts with the third-party administrator. Coordinates with Fleet Management to ensure compliance with DOT regulations.
Occupational Safety: Facilitates and coordinates loss prevention training in areas of occupational safety and health. Coordinates training in areas such as, First Aid, CPR, back injury prevention and ergonomics, confined space, personal protective equipment, and other related training classes mandated by State and Federal regulations. Coordinates Cal/OSHA and Federal OSHA record keeping. Prepares Department of Industrial Relations annual reports and responds to related requests. May conduct facility inspections and assessments to identify both potential and actual hazards that could result in injury, illness or financial loss. Assists with disaster preparedness planning.
Benefit Administration: Compiles and maintains records for use in employee benefits administration, payroll and other areas. Assists in the review and verification of employee personnel actions for merit increases, promotions and incentives. Follows up on pending personnel actions with appropriate departments. Prepares and distributes information to employees on benefits, such as insurance and pension plans, tuition reimbursements, salary conversion and deferred compensation. Explains insurance benefits and other related benefit programs and responds to questions regarding insurance and benefit coverage, claims processing and other general questions. Coordinates processing of disability leave of absences and maintains related records and files. Conducts new employee orientations and exit interviews, advising exiting employees of status of benefits coverage. Utilizes computer database to record employee information such as personal data, compensation, benefits, tax data, performance reviews and personnel actions, hiring and termination information. Updates employee files to document actions for payroll and other uses.
Labor and Employee Relations: Supports department management in areas related to employee and labor relation issues including negotiation processes, grievances and disciplinary actions. Assists in maintaining classification and compensation plans by gathering data, completing salary survey questionnaires, and preparing reports.
Recruitment and Selection: Reviews and screens employment applications. Utilizes computer database to input, track and retrieve information. Compiles data and prepares reports using the database and other computer software. Provides general employment, benefit, recruitment and other information to potential candidates, the general public and employees. Prepares and maintains recruitment and testing files. Plans and coordinates the recruitment and selection process for filling positions such as clerical, semi-skilled maintenance, technical and para-professional job openings; prepares recruitment flyers. Writes and places advertisement; reviews and evaluates job applications; schedules and coordinates interviews, written exams and other selection processes; may administer employment exams. May conduct orientations on structured interviews for oral board members. Coordinates offers of employment and scheduling of pre-employment physical examinations and background investigations.
Training and Development: Assists with the management of employee training calendar, adds courses and descriptions to the city's intranet, assists with the preparation of training materials, tracks attendance, sends follow-up information to program participants and/or supervisors, conducts research on training topics, develops resource materials, and manages reference library.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Human Resources Technician I: Requires a combination of education, training and experience equivalent to completion of high school and two years of experience in a human resources, workers’ compensation or risk management function or 18 months experience in a human resources, workers’ compensation or risk management function plus college coursework in a related field.
Human Resources Technician II: Requires a combination of education, training and experience equivalent to two years of college coursework in Business Administration, Social Sciences, Occupational Safety, or a related field, and 18 months of para-professional human resources, workers’ compensation or risk management related experience in a position comparable to a Human Resources Technician I.

LICENSE/CERTIFICATES
License:  Depending on assignment, possession of a valid California Class C driver's license may be required.
