Under administrative direction, plans, organizes and directs activities of the City’s human resources program, risk management, and labor relations; to provide responsible and thorough administrative support to the City Manager and other department heads and perform related duties as required.
Experience in public personnel administration, including job classification, recruitment and selection, equal employment practices, human resource laws, policies and procedures, salary and benefits administration, meet and confer procedures, personnel record retention and principles and practices of liability insurance, worker’s compensation, workplace safety and conflict resolution.
Must have the ability to interpret and apply Federal, State and local policies, laws and regulations; exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs; employ good judgment and make sound decisions in accordance with established procedures and policies; establish and maintain cooperative relationships with those contacted during the course of work.
Requires any combination of training, education and experience equivalent to graduation from an accredited college or university in human resources, public administration or closely related field; three (3) years of increasingly responsible experience in human resources and risk management preferably with a governmental agency; Possession of a valid California Driver’s License.
