The Contra Costa County Health Services Department currently has an excellent career opportunity for a Homeless Services Chief in our Health, Housing and Homeless Services Division. The incumbent will be responsible for management activities, including developing and implementing program objectives, coordinating the integration of diverse program components, supervising subordinate staff, and other duties as assigned by the Assistant Director of Health Services. Typical duties of this position will include: planning, organizing and coordinating all non-clinical program activities for the County Homeless Program; developing and analyzing policies and procedures related to service delivery; evaluating, planning for and allocating personnel and fiscal resources; monitoring program expenditures to ensure compliance with budgets and applicable state and federal regulations; and serving as Continuum of Care coordinator by working with a vast array of homeless service providers, government leadership, advocacy groups and law enforcement agencies.


The ideal candidate will have the following:


  • Ability to work collaboratively with diverse agencies and other program administrators
  • Knowledge of government mandates, funding sources, organization structures and related public services as they relate to the homeless population
  • Knowledge of social welfare, housing and health issues specific to the homeless population and those at risk for homelessness
  • Excellent interpersonal skills and the ability to work in a team environment
  • The ability to adapt easily to varied and changing priorities
  • Effective verbal and written communication skills


Minimum qualifications include possession of a Master’s degree from an accredited college or university with a major in Social/Behavioral Science, Business/Public Administration or a closely related field, and 3 years of full-time experience, or its equivalent, managing a behavioral health, health services or social services program in a public or non-profit agency, which included staff supervision, budget and contract management activities.


Substitution: A Bachelor’s degree and 2 additional years of qualifying experience as noted above may be substituted for the Master’s degree.
