Under general supervision, performs technical inspections and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to general municipal, state and federal codes; fire prevention and hazardous materials with a primary focus on the immediate public safety and health of the community. This is a non-sworn (civilian), non-safety position.
Depending upon assignment, incumbents may be required to work stand-by and report to work on a callback basis as needed within a designated time frame and may be required to work weekend or evening shifts.
An eligibility list is being established to fill the current vacancy on the Fire Prevention team in the Fire Department. This position is flexibly staffed and may be filled at either level depending on the qualifications of the candidate and the needs of the City.

Depending upon assignment, duties may include, but are not limited to, the following:
Fire Prevention Division assignment:
Interprets and enforces provisions of municipal, state and federal laws and/or regulations pertaining to fire, life safety and hazardous materials. Performs fire plan reviews of limited scope and provides fire and life safety protection system training to Fire Department staff as assigned.
Performs periodic and follow-up inspections of new and existing buildings and occupancies. Assures proper and safe installation and maintenance of fire protection systems.
Issues Notices of Violation and Infraction Citations. Maintains and prepares hard-copy and electronic case files. Forwards cases to the City and/or the District Attorney's office for review and further action. Testifies in court, as needed, in legal proceedings.
Processes and issues a variety of construction and fire code permits, determines and intakes appropriate permit fees and issues receipts, informs contractors and owners/builders of appropriate procedures for securing the required permits. Reviews submitted plans and permit applications for completeness and accuracy. Verifies that appropriate signatures, required calculations, reports and proper types of plans are included. Reviews documents related to division operations and suggests revisions. Observes, identifies and resolves problems related to counter operations and procedures. Coordinates the weed abatement program including the notification of property owners, inspections, enforcement activities and abatement work assigned to contractors. Assists in collecting, compiling, and analyzing data relevant to fire and hazardous materials inspections. Compiles and monitors statistical information on permits and inspections. Prepares data for presentation in a variety of formats. Prepares, updates, and maintains fire prevention and hazardous materials reports, files, and documents.
Coordinate activities with other agencies and internal/external departments, represents the Fire Department at meetings, and provides consultation or assistance as requested. Prepares and provides community promotions, presentations, and public information related to the Fire Department.
Assists at major city, state, or local emergency incidents by providing technical knowledge, conducting post fire analysis to address code violations, providing information to the public, and serving as a liaison with external organizations and property owners.
Performs related duties as assigned.
License: Possession of a valid California Class C driver's license is required.
Certificate: Completion of PC 832 is highly desirable prior to appointment and required within 12 months of appointment.
Certification by the International Code Council (ICC) in Fire Prevention, or Hazardous Materials is highly desirable. Successful completion of California State Fire Marshal Fire Inspector 1A, 1B, or Fire Prevention I series courses are highly desirable.
Positions assigned to the Code Enforcement Division are required to complete a background investigation, which includes a non-sworn personnel livescan fingerprinting requirement.
Code/Fire Inspector: A combination of education, training and experience equivalent to the completion of high school and one year of experience interpreting and enforcing laws and regulations with a governmental agency, including research, investigation and preparation of reports for Municipal Code Enforcement or Fire Prevention is required. College course work in Fire or Construction Technology, Environmental Studies, Chemistry, Criminal Justice, or a closely related field is highly desirable.
Senior Code/Fire Inspector: In addition to the requirements of a Code/Fire Inspector, 18 months of experience equivalent to that of a Code/Fire Inspector with the City of Ventura is required.
