The City of Oceanside is seeking a forward-thinking and visionary individual for the position of Financial Services Director.  The ideal candidate will have a broad knowledge base in the areas of financial planning and analysis, revenue projection and budgeting, accounting and financial reporting, public debt, fund accounting, and public financing. More specifically, the ideal candidate will have personal experience in these areas of government finance.

The Financial Services Director applies accounting oversight according to Generally Accepted Accounting Principles (GAAP) set forth by the Financial Accounting Standards Board (FASB) and standards issued by the Governmental Accounting Standards Board (GASB); prepares and supervises the preparation of reports to the various state and federal agencies as required; oversees the annual audit process for the various funds managed by the City and provides exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous and respectful, and to actively participate in maintaining a positive customer service environment.  The new director will build and maintain positive working relationships with direct colleagues, co-workers, other City employees, and the general public.

The new Director should be a skilled and organized administrator who will promote an atmosphere of teamwork and personal development.  Excellent project management and communication skills are essential to this position; the ideal candidate will exhibit an aptitude for clear, concise, and direct communication, as well as the ability to succinctly summarize complex technical information into easily understood written and oral communications.

Candidates for this position must possess at least eight years of increasingly responsible professional accounting, budgeting, or auditing, including three years of management level experience. Public sector budgeting, accounting and/or auditing experience is highly desirable. A Bachelor's degree from an accredited college or university in business administration, public administration, accounting, finance or a closely related field. A Master’s degree is highly desirable. State licensure as a Certified Public Accountant (CPA) is also highly desirable.
