To manage, supervise and coordinate the activities and staff of the Finance Division; to coordinate all financial activities including purchasing, budget and accounting work with other City divisions, departments and outside agencies; and to provide complex administrative support to the Assistant City Manager - Administrative Services . To perform professional level accounting work, recording and reporting of financial transactions for all City departments and funds, as required, and to participate in the management of invested idle funds.

Receives general direction from the Assistant City Manager - Administrative Services.
Exercises direct supervision over assigned professional, technical and clerical staff.

Essential responsibilities and duties may include, but are not limited to, the following:
Participate in the development and implementation of goals, objectives, policies and priorities related to the Finance Division.
Plan, organize, evaluate and participate in the functions and activities of the Finance Division including general ledger work, budget, payroll, purchasing, business licenses, payables and cash receipts; coordinate operations with other departments and divisions.
Develop and review staff reports related to Finance Division activities; present reports to the City Council and other commissions, committees and boards; perform a variety of public relations, outreach and education work related to the City's financial activities.
Direct and oversee Finance Division office operations; direct the maintenance of appropriate records and files; coordinate and prioritize work flow.
Provide administrative support to the Assistant City Manager and City Manager; assist with special projects as assigned; oversee the preparation of complex and sensitive reports for State and Federal regulatory agencies.
Prepare the Finance Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
Participate in recommending the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
Coordinate preparation and maintenance of the annual Citywide budget.
Participate on a variety of boards and commissions as assigned; attend and participate in professional groups and committees.
Provide information to the public regarding the activities of the Finance Division; participate in public meetings as necessary.
As assigned, act in the absence of the Director of Administrative Services.
Responsible for the posting, balancing and reconciliation of the general ledger and subsidiary accounts; examine all accounting transactions to ensure accuracy; make corrections to financial records as necessary.
Responsible for the periodic audits and compliance testing that may be required for internal City financial security, proper internal controls and compliance by various firms or persons as may be required by law.
Recommend changes in automated financial systems and procedures.
Oversee maintenance of asset inventory and vehicle replacement program; prepare related reports.
Prepare periodic fiscal reports; compile financial information for use in the annual audit.
Perform related duties as assigned.

Prepare and analyze technical and administrative reports, statements and corresponding.
Supervise, train and evaluate assigned staff.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Four (4) years of progressively responsible professional experience in governmental finance or accounting, preferably municipal finance, including two years of supervisory and administrative experience.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in finance, accounting, public administration or related field. Master's Degree in public finance or related field or a CPA is highly desirable.
|PHYSICAL DEMANDS AND WORKING CONDITIONS
Work in an office environment utilizing computers. Occasional attendance at night and weekend meetings and events is required. Duties require positions to, on a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, write or use a keyboard to communicate through written means; and lift or carry weight of 25 pounds or less.
