The Finance Director is an at-will position appointed by, and reporting to, the City Manager. The incumbent will join other members of the Executive Management Team in efficiently leading City staff and resources to successfully implement City Council goals and priorities.
Under administrative direction of the City Manager the incumbent directs, plans, organizes, and is responsible for all activities and operations of all aspects of the City's Finance Department. The Finance Director functions as the administrative head of the department which is composed of accounting, payroll, budget, utility billing, purchasing, business licensing, treasury, and risk management; participates in the development of policies related to assigned areas of responsibility; reviews and assists in the addressing of general City concerns as a member of the City's management team; and performs other related duties as necessary or required.
The Finance Director is an essential leader on the Executive Management Team. As a member of the Executive Management Team, the selected individual will monitor City compliance with various laws and regulations governing the administration of fiscal affairs, including the financial affairs of the Redevelopment Successor Agency; and develop and maintain internal accounting controls.
The Ideal Candidate
The City of Hemet is seeking an active and experienced professional to assume the duties of Finance Director. The ideal candidate is a dedicated professional who reviews investments and cash flow; assists in developing policies governing the investment of City funds; implements adopted policies and monitors the investment program; plans and directs the financing of long term debts for the City, Redevelopment Successor Agency, and Housing Authority.
The incumbent will be results-oriented, while respecting the need to be attentive to an appropriate level of detail. The successful candidate will direct the preparation of revenue, expenditure, debt, costs, and other reports on departmental operations including an annual comprehensive financial report and monthly summaries of financial activities.
The selected candidate will have effective interpersonal skills and excellent communication skills; possess astute judgment to work closely with the organization in order to coordinate departmental activities with other City departments and outside agencies; and possess a strong sense of personal and professional ethics and integrity.
MINIMUM QUALIFICATIONS AND PHYSICAL REQUIREMENTS:
Bachelor's degree from an accredited university or college in public or business administration, accounting, or closely-related field is required. A master's degree from an accredited university or college in a related field is desired.
Seven (7) years of progressively responsible experience in accounting work, preferably governmental, including at least four (4) years in a management/supervisory capacity is required.
Certification/License and/or Other Special Requirements:
A Certified Public Accountant (CPA) license is desired. Possession of, and ability to maintain, a valid California Driver's License and satisfactory driving record is required.
