The San Mateo County Transit District seeks an Executive Officer, District Secretary to be responsible for organizing the Boards of Directors meetings and ensuring agency-wide governmental transparency and responsiveness for the San Mateo County Transit District (SamTrans), Peninsula Corridor Joint Powers Board (Caltrain) and the San Mateo County Transportation Authority (TA).
The Executive Officer, District Secretary will manage, plan, and organize the activities of the Boards of Directors and Advisory Committees, ensure the activities of the Boards of Directors, Advisory Committees and other relevant agency activities are compliant with the Brown Act and other applicable open-government statutes, manage public records requests and records management and retention programs, manage agency responses to Federal Transit Administration (FTA) and Metropolitan Transportation Commission
(MTC) Triennial Audits and be responsible for agency-wide compliance with government ethics laws and requirements.
The incumbent will also oversee the preparation and publication of agendas, notices, minutes of meetings, hearings and other matters within the jurisdiction of the Boards of Directors, manage staff responses to inquiries from the members of the Boards of Directors, as well as oversee the process of all official documents going before the Boards and committees. She or he will be responsible for the retention, indexing and retrieval of official District documents and files, developing and administering policies and procedures necessary to respond to public records requests, coordinating across all departments the timely responses to FTA and MTC Triennial Audits, administering ethics training programs, overseeing the collection of Conflict of Interest Statements and the Fair Political Practices Commission forms for the Board of Directors and designated employees.
The ideal candidate will have a Bachelor’s degree in business administration, public administration, or closely related field with six years full-time experience as a secretary to Boards of Directors, Councils, or Commissions that operate under the Brown Act, plus three years of management experience. Certified Municipal Clerks are desirable. Experience in records management is also desirable. Must be proficient in Microsoft Office Suite. Must have effective oral and written communication and presentation skills.
