Under the general direction from the Deputy Director of Human Resources, the Employee Benefits Manager is responsible for:
Developing, modifying and administering the County's employee benefits goals, policies and procedures
Planning and directing the activities of staff
Conducting and reviewing analytical studies
Formulating Countywide benefit policies, procedures, systems and program alternatives
Making recommendations regarding program administration, problems and issues
Reviewing and analyzing proposed legislation and advising the County Board of Supervisors, County Manager and the County Human Resources Director of the impact to the County
Participating in collective bargaining discussions and agreements with employee unions
Negotiating benefit and health plans with service providers
Managing Other Post-Employment Benefits
Managing Requests for Proposals and contracts
Assisting in the preparation of the department budget
Managing and monitoring a 100 million dollar + benefits trust fund
Monitoring utilization and claims reporting to enhance and create new programs
Administering benefits in compliance with Federal, State and IRS regulations
Providing highly responsible and complex administrative support to the Human Resources Director and Deputy Director 
Additional duties include:
Consulting with and advising other County staff and the public regarding policy issues and participating in the development of program standards and solutions for those issues
Consulting and cooperating with other department managers on employee benefits matters affecting their organizations and developing strategies for addressing them
Analyzing trends and practices and making recommendations for improving services and systems
Performing a variety of regular and special assignments and preparing complex analytical and statistical reports in any of several areas of human resources management
Attending meetings and acting as a liaison and representative for department senior management to a variety of County and external agencies and committees 
The County of San Mateo Human Resources Benefits Division is distinguished by the following characteristics: we have approximately 5,700 regular employees and 1,500 extra help employees of which 5,125 are enrolled in County sponsored health plans; we have 2,400 retirees enrolled in the County retiree health benefit plans; we provide health care coverage to more than 7,560 dependents of employees and retirees; we offer two Kaiser plans and four Blue Shield benefit plans for active employees and early retirees, and three Medicare plans for retirees; and we offer 7 dental plans and 2 vision plans. A full list of Benefits is located at https://hr.smcgov.org/employee-benefits
The selected candidate will have the opportunity to help develop the strategic plan and manage enhancements of the employee benefits program which may include:
Implementing additional voluntary benefits program
Balancing Blue Shield and Kaiser enrollment
Redesigning Retiree Health
Implementing and streamlining financial programs
Increasing plan participation and assets in deferred compensation through default enrollment and auto escalation 
Developing strategies to ensure beneficiaries are "educated consumers"
Implementing and enhancing benefits to support our mission of making the County of San Mateo an employer of choice

Calm under pressure and adept at prioritizing tasks, handling multiple responsibilities, and producing clear and comprehensive results
Dedicated and committed to excellence and have a high level of critical thinking and analytical skills and demonstrated experiences applying those skills 
A typical way to qualify is four years of increasingly responsible experience managing large, complex public service programs, including two years of experience in a senior-level management position. Experience with benefit and health programs is strongly preferred.
