THE OPPORTUNITY 

Under direction of the County Executive Officer (CEO) and policy direction of the Board of Supervisors, the Director guides the vision and mission of OC Waste and Recycling (OCWR) to provide quality waste management services, environmental stewardship, and promote recycling in order to ensure compliance with local, State and Federal regulations.

The Director of OCWR is responsible for three active landfills, 20 closed sites and four hazardous waste centers that serve over 3 million residents within the County's 34 cities. The position provides leadership to a dynamic workforce of 267 and is responsible for operating revenues in excess of $147 million.

Specifically, the Director of OC Waste and Recycling will, among other duties:

  • Direct the development and implementation of a County-wide integrated waste management plan which includes disposal facilities at sanitary landfills, gas collection and energy recovery systems, disposal of household hazardous materials, and material recovery and recycling facilities.
  • Develop strategies and a forward-facing vision to guide the waste disposal system through economic, regulatory and legislative challenges, utilizing existing resources as investments to meet the future waste management needs of the County.
  • Develop and implement waste management financial strategies by estimating, forecasting, and anticipating trends, analyzing alternate revenue options and aligning monetary resources.
  • Develop and promote education programs that increase awareness and community participation in waste reduction, reuse and recycling.
  • Establish collaborative, effective working relationships with the Board of Supervisors, local and state government, community groups; represent OCWR before boards, committees, councils and commissions.
  • Develop policy recommendations for the CEO or Board of Supervisors in conjunction with elected and appointed officials, members of the community, civic and industry leaders.
THE IDEAL CANDIDATE

The ideal candidate will possess extensive management experience demonstrating their ability to plan, organize, and direct the overall operations, services and activities of a waste management system, including a comprehensive knowledge of waste management and recycling operations and experience: 

  • working with regulatory agencies
  • forecasting future trends and legislation in the industry
  • negotiating contracts for revenue agreements
  • developing partnerships with the waste hauling community
  • applying and interpreting California regulatory framework and legislation
  • making recommendations and presenting policy items to boards, commissions
  • developing innovative solutions to address environmental impacts


The most qualified candidates will demonstrate exceptional leadership and management skills with a thorough understanding of public administration, fiscal management and budgeting practices; the ability to manage complex issues, collaboratively resolve conflict, improve and implement best management/operations practices with a proven track record of achieving results through others. 

Candidates should have at least ten years of progressively responsible experience as described above. A Bachelor's degree or higher in Public Administration, Business Administration, Engineering or a related field is preferred for this position.
