Under general direction of the City Manager, plans, directs, and oversees a broad range of financial services, including budgeting, contract administration, revenue, accounting, payroll, purchasing and finance. This position exercises independent judgment and discretion in formulating, managing, and controlling administrative, fiscal policies and strategic planning. This is an unclassified, at-will position.
Employees in Executive Management classes are responsible for the development and administration of programs designed to address primary areas of City service. The incumbent is expected to exercise independent judgment, wisdom, common sense, and initiative in establishing efficient and effective departmental operations consistent with City Council policies and administrative guidelines established by the City Manager. The incumbent must also function as a member of the City’s management team and participate actively in addressing issues of concern to the City, which may or may not have a direct impact on area of specialization.
Leads, plans, organizes, implements, and controls a variety of projects and activities related, but not limited to, budgeting, contract administration, revenue, purchasing, payroll, accounting, and finance; oversees and controls the development of the citywide budget, including revenue forecasting, departmental budget reviews, and recommendations to the City Manager; supports the City Manager in planning the City’s budget and capital improvement programs for the City Council; plans, organizes and implements long and short-term programs and activities; develops fiscal policies and procedure; directs the preparation of financial statements and other reports regarding the City’s financial position; participates as a member of the City’s executive management team to review and develop overall approaches to the City’s long-range plans and priorities; supervises employees, which includes prioritizing and assigning work, conducting performance evaluations, and making decisions on hiring, transfers, reassignments, termination, and disciplinary recommendations; plans, coordinates, implements, controls, and evaluates the policies, procedures, strategies, work standards, and strategic goals for the Finance Department; maintains, updates, and ensures procedural compliance for mandated programs; serves as the senior management staff liaison to various community-based organizations, external agencies, committees, associations, citizen, and/or other interested parties; directs the preparation and review of staff reports, letters, memos, and/or other related correspondence; directs the preparation of departmental budgets, financial reports, operational, and citywide capital improvement budgets; monitors revenues and expenditures; facilitates, leads, and/or participates in meetings and committees; represents the department and the City at meetings and conferences; administers department contracts for services provided by outside firms according to established guidelines; interprets the City’s tax and licensing regulations and directs the collection of license funds and other municipal revenues, assures proper receipt, processing, and security of revenues; may participate in labor negotiations; perform related duties and responsibilities as required.
Education and Experience: A Bachelor’s degree from an accredited four-year college or university in public administration, business administration, finance, accounting, or related field and seven (7) years full-time senior/executive management experience in finance administration in a government environment. A master’s degree in a related field is preferred but not required. Experience and/or education in a related field may be substituted on a year for year basis.
Knowledge of: Financial management and administration including enterprise and internal services fund accounting; governmental and accounting principles; municipal financing techniques including, but not limited to, bonds, assessment districts, fees, lease/purchases, and private public partnerships; principles and practices of supervision, and performance evaluation; governmental procurement and contract management requirements; management and leadership principles, including performance measurements; public administration and governmental operations; applicable local, state, and federal laws, codes, policies, procedures, rules, and regulations; program development and administration principles and practices; public relations principles and practices; personal computer software and hardware; effective methods of report presentation; budget preparation, control and management; effective oral and written communication principles and practices; city organization, operations, policies, and objectives; laws, codes, and other regulations concerning municipal finance transactions, accounting, and taxation.
Skill and Ability to: Direct and control the work of technical and professional staff; direct and control preparation of the Citywide budgets and maintain budgetary controls; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; plan, analyze, and evaluate programs and services, operational needs, and fiscal constraints; effectively communicate orally and in writing; establish and maintain effective working relationship with others; make effective oral presentations; represent the City at meetings, conferences, and special events; read, interpret, apply, and explain codes, rules, regulations, policies, and procedures; direct the preparation of comprehensive financial reports.
License: Possession of a valid California Class C driver’s license is required. Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program, which confirms possession of a valid driver’s license and reflects the driving record.
