Job Description

The City 

The City of Colton is located in San Bernardino County, California, at the junction of interstates 10 and 215, the crossroads of the Inland Empire, strategically located to serve the larger Southern California marketplace. With a population of approximately 55,000, the City is proactive in targeting the expansion of business growth, job opportunities, and residential. The City is home to a variety of educational and family experiences including Reche Canyon, the Historic Carnegie Library & Museum, and Fiesta Village Family Fun Park. 

The Organization

The City of Colton is a full-service, general law City serving the public under the Council-Manager form of government. The City Council is comprised of 5 members elected to serve 4-year terms with staggered elections every 2 years. The Mayor is elected at large and the 4 council members are elected by district.  The City Clerk and City Treasurer are elected officials.   

The City is comprised of 9 Departments: City Manager, Community Services, Development Services, Electric, Finance, Fire, Human Resources, Police, and Public Works and Utility Services, and are supported by a total of 350 full-time personnel.  The City’s General Fund operating budget is approximately $52 million and has a General Fund reserve of $36 million.  The voters approved a one-cent general-purpose sales tax measure in November of 2022.

The Position

The Development Services Director will have knowledge of the principles and practices of Urban planning, General/Specific Plans, Uniform Building Code, CEQA, Building Inspection, and State planning & zoning laws.  Grants administration experience is also desired.  The Director will have experience in managing a department/division, including administration, staff development & management, budget administration, and review & enhancement of service levels to the public. The Director will take an active role in leading, motivating, training, developing, and directing the team. 

The selected candidate will be a “hands on” leader, working side-by-side with staff to provide exemplary service to customers, both internal and external.  The Director will also work closely with the City Manager and other department directors to collectively address plans and issues for the betterment of the City as a whole. 

Education & Experience

A Bachelor’s degree from an accredited college or university with major course work in urban planning, environmental studies or closely related field is required. A AICP Certification is desirable. Seven (7) years of directly related planning, community development, and building experience in municipal agency. Possession of a valid Class “C” California Driver’s license and good driving record. 

The Compensation Package

The annual salary is up to $199,444.39, depending on qualifications. A 4/10 workweek with Fridays off, plus twelve (12) paid Holidays off per year, 120 hours vacation accrued for 0 – 5 years of service, 96 hours of sick leave, 80 hours of administrative leave prorated, 20 floating holiday hours. CalPERS Benefit Pension for Classic members 2.5% @ 55 and pay 8% employee contribution; PEPRA members 2% @ 62 and pay 7.50% employee contribution. The city does not participate in the Social Security System, however, it does participate in Medicare and the employee pays 1.45%. City offers $1,425 per month for the cost of medical, dental and vision insurance. Employees opting out of medical insurance must provide proof of insurance, and will receive $500/mo cash in-lieu. Short-term and long-term disability coverage, life insurance of $100,000 paid for by the City. An annual medical reimbursement of $1,000 per fiscal year.
