WHAT WE OFFER
• Educational Incentive: Possible eligibility for an educational incentive of 2.5%, 3.5%, or 5%, based on completion of an Associate's, Bachelor's, or graduate degree.

• Executive Annual Leave: Accrues at a rate of 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. *Credit for prior public service may be considered (Management Resolution, § 616A)
• Annual Leave Redemption: The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).

ABOUT THE POSITION
This position will be responsible for developing, recommending, and implementing compliance programs and initiatives in accordance with applicable laws and regulations. It is anticipated that the addition of this position will ensure the hospitals and clinics will continue to achieve compliance standards with entities including, but not limited to, the California Department of Public Health, Centers for Medicare and Medicaid Ser-vices, and the Joint Commission. This position will have dual reporting to the County Executive Officer and Health Care Agency Director, as well as to the Board of Supervisors. It will lead the Health Care Agency, and associated Boards and Committees, in maintaining a culture of compliance, privacy, safety, and high-quality care for the community we serve.

The Compliance Officer is an At-Will classification that is exempt from the provision of the Civil Service Ordinance.  
Examples Of Duties
Duties may include but are not limited to the following:


Oversees all activities related to the development, implementation, maintenance of and adherence to the HCA’s policies and procedures covering ethics, privacy, and compliance programs;
Oversees and ensures an ongoing compliance program satisfying all regulatory, legal, privacy and security laws and requirements for all HCA operations;
Directs activities for audits established to investigate and monitor compliance with federal and state laws, regulations, and standards. Direct the preparation of regulatory filings and reports to regulatory agencies;
Provides timely and accurate audit findings, reports and information to the executive management team about compliance issues and corrective actions; provide consultation to HCA management for any state and federal compliance issues;
Reviews inquiries regarding reports of non-compliance and direct staff in areas needing corrective actions;
Promotes a comprehensive approach to establish a culture of accountability and compliance throughout HCA; collaborate with other function groups to develop controls and metrics that foster a culture of compliance and accountability throughout HCA;
Advises and guide department managers in interpreting and enforcing medical center policies, rules, regulations, and procedures related to regulatory, privacy, and security compliance; assist in determining appropriate disciplinary or corrective action in response to a compliance issue;
Keeps abreast of federal and state healthcare laws and regulations; ensure that the organization and all policies are updated with changes in Compliance and Privacy regulations and standards;
Attends, participates in, and conduct staff meetings, committee meetings, and conferences; attend professional meetings to represent the organization, as directed;
Responsibility for tracking, managing and overseeing all Public Records Request to assure compliance with appropriate disclosure laws and regulations; and
Perform other related duties as assigned.
Typical Qualifications

Education/Experience:
The required knowledge, skills, and abilities can also be obtained by completion of a Bachelor's degree from an accredited college or university in public health administration, health services administration, business administration, or a related field AND five (5) years of healthcare compliance, which includes internal auditing and experience in the development and implementation of HIPAA and/or privacy compliance programs and have management experience which includes supervisory/management of responsibilities over unit/division operations.

DESIRED
Master’s degree in public health administration, health care services administration, business administration, or a closely related field.
Experience with compliance administration, program development, and project management, in a hospital or other health care environment.
Actively Certified in Healthcare Compliance (CHC) or other related certifications.
Knowledge, Skills, and Abilities:
Thorough knowledge of:  The principle of healthcare compliance program administration and organization, business, and personnel administration; methods and procedures of healthcare delivery; principles and techniques of effective supervision and staff utilization; development, applications and uses of medical center or healthcare compliance records, reports, and statistics; principles of in-service training for healthcare personnel; current trends in healthcare legislation and compliance and its impact on the organization; Joint Commission, federal and state regulatory standards (e.g., HIPAA, Medicare, Medi-Cal (Medicaid), HITECH, Stark Laws, False Claims Act, Anti-Kickback Statute, CMS Deficit Reduction Act, OIG Fraud Waste and Abuse) regarding security, privacy, and/or healthcare practices in acute care hospitals, primary medical clinic system, behavioral health and substance use clinics, and public health settings.

Comprehensive ability to:  plan, monitor and evaluate projects.  Legal and factual research utilizing automated systems.  Effectively conduct investigations.

Comprehensive skills in:  written and oral communications; making presentations to various audiences, including the Board of Supervisors; decision making; negotiations; attention to detail; and use of Microsoft Excel, Word, PowerPoint and other related software.

Supplemental Information: Work is primarily performed in an office environment, but incumbent will be required to meet with various departments/agencies, business and community groups, the public, and outside vendors. Some travel, primarily within the state, is also required.
