The Upper District serves more than 950,000 residents and covers approximately 144 square miles & includes all or parts of 18 different cities and portions of unincorporated Los Angeles County.  The District is widely recognized for its customer service orientation, community involvement, and creativity in promoting water quality, water recycling and water conservation.  Requires BA in communications, political science, public or business administration, public policy or related field, plus three years’ experience in public or business administration and knowledge of pertinent laws/regulations, and mass media distribution practices.  Ideal candidate will be familiar with effective public communications, public relations, news media communications and community outreach principles and techniques; comfortable working with elected officials; and able to establish and maintain effective relationships with stakeholders.
