DEFINITION

Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, clinical, technical, and administrative support related to all programs and activities of the County’s Behavioral Health clinical functions, including assisting with long- and short-term project planning, overseeing the Behavioral Health clinical program development, implementation and administration; coordinates assigned activities with other County departments and outside agencies; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Director of Behavioral Health. Exercises general direction and supervision over assigned supervisory, technical, and administrative support staff.

CLASS CHARACTERISTICS

Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility central to systems’ quality management. The incumbent organizes and oversees day-to-day activities and operations of the County’s Behavioral Health clinical programs including participating in the short- and long-term planning, development and administration of clinical programs, and various other activities. The incumbent is accountable for accomplishing divisional goals and objectives, and for furthering County goals and objectives within general policy guidelines. Incumbents manage direct and contracted service delivery and assume a collaborative leadership role in program planning, development, implementation and evaluation.

 

EDUCATION AND EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be

A Master’s degree from an accredited college or university in psychology, counseling, psychiatric social work, nursing or a related behavioral science, and five (5) years of progressively responsible experience as a clinician in a relevant behavioral health and/or alcohol/drug program, including at least two (2) years at a supervisor or management level.

 

LICENSES AND CERTIFICATIONS:

Possession of, or ability to obtain, a valid California Driver’s License by time of appointment and a satisfactory driving record.

Possession of a valid California license as a Licensed Clinical Social Worker (LCSW), Marriage Family Therapist (MFT), Registered Nurse or Clinical Psychologist.
