Under direction, performs responsible professional planning work involving land use planning, environmental analysis, historic preservation, design review, public policy and ordinance development, economic development, green technology in economic development, CDBG/HOME program implementation or related areas.
The job classification is flexibly-staffed and the position may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the city. An eligibility list is being established to fill the Planning Division vacancy in the Community Development Department, as well as future full-time, part-time or temporary vacancies.
THE IDEAL CANDIDATE
Has proven technical expertise in development review
Has a strong background ground in current planning, historic preservation, urban design, housing or economic development
Understands form-based coding, and has familiarity with the principles of urbanism, smart growth and traditional neighborhood design
Is results oriented with a proven track record to reach solutions
Has exemplary customer service skills
Understands how to facilitate projects, negotiate agreements, and work collaboratively with individuals representing diverse interests
Thrives in fast-paced environment while juggling several projects with overlapping deadlines
Is a team player with passion and interest in community development, economic vitality and sustainability
Has a strong knowledge of computer software applications such as: Microsoft Word, Microsoft Powerpoint, and ArcView GIS
Is certified through the American Institute of Certified Planners (AICP)
EXAMPLES OF DUTIES
Depending on area of assignment, duties may include but are not limited to the following:
May be assigned to a particular planning function such as land use planning, environmental analysis, design review, general plan policy and ordinance development, CDBG/HOME program implementation, and economic development, green technology in economic development, or related areas.
Studies selected aspects of proposed legislation and provides advice regarding its possible effect on long range planning and community development programs. Prepares documents for publications; addresses interested groups, and makes oral presentations.
Reviews building plans, subdivision maps, lot line adjustments, and development proposals for conformance with regulations, City's General Plan and Local Coastal Program, zoning and subdivision ordinances, and applies Smart Growth and strong urban design principles to development projects.
Prepares statistical and narrative reports and recommendations on development proposals in connection with hearings held by the Historic Preservation Committee, the Design Review Committee, Planning Commission and City Council, amendments to the General Plan or Local Coastal Program, and prepares new or revised zoning ordinance regulations, and new economic development programs and projects.
May prepare grant applications; performs other related duties as required.
Compiles and analyzes data and makes recommendations on the formulation of policies and procedures; confers with and makes presentations to members of the public to explain policies and programs; compiles materials and assists in the preparation of reports, manuals and publications.
Accepts planning applications at the counter and verifies information as complete and accurate; schedules projects for review; assists the public by providing information related to programs, processes, codes, and project plans verbally and in writing.
Responds to public, applicant, and developer inquiries and complaints; explains and interprets planning policies, zoning and development regulations and procedures, and economic development policies and procedures.
Makes oral presentations to City Council, Planning Commission, Design Review Committee, Historic Preservation Committee, and other City-appointed boards and committees. Conducts neighborhood meetings and other public participation programs to provide information and mediate and resolve residents' concerns.
Researches, analyzes, and interprets social, economic, demographic, and land use trends in the preparation of long range planning, zoning, economic development, and other research studies. Identifies and coordinates activities, projects and programs with various departments, public agencies, private businesses, groups, and individuals. May represent the department at conferences and meetings.
Assists in evaluating feasibility and implementation of sustainable economic development programs relative to promoting green business practices, championing green infrastructure projects, and the incubation, expansion, retention and attraction of green jobs and businesses.
Performs other related work as required.
LICENSE/CERTIFICATES Licenses: Depending on assignment, possession of a valid California Class C driver's license may be required. Certificates: AICP certification is desirable.
A combination of education, training and experience equivalent to a bachelor's degree in City Planning, Architecture, Environmental Studies, Economics or closely related field, and depending on assignment, qualifying experience as described below, in the following areas: land use planning, economic development, environmental analysis, historic preservation, design review, general plan policy and ordinance development, green technology in economic development, or CDBG/HOME programs. Assistant Planner: One year of responsible professional planning experience or project management experience in assigned area. Associate Planner: Three years of increasingly responsible professional planning experience or project management and program development experience in assigned area. A related master's degree is highly desirable. Prior experience in historic preservation, urban design, and working with community councils and advisory boards is highly desirable.
