Position Summary

 

The Assistant Director of Engineering Services will provide strong visionary and collaborative leadership with a hands-on proactive approach to public sector engineering services. Serving at the pleasure of the City Manager and under the general direction of the Assistant City Manager and direct supervision of the Director of Engineering Services, the Assistant Director of Engineering Services will be responsible for delivering and managing a full range of engineering services and develop best practices to achieve innovative services in engineering program throughout the City. The Assistant Director will be the direct point  of accountability for effective operations of the City's day-to-day engineering programs including; directing, managing, supervising, participating, and coordinating the activities and operations relating to the work of staff responsible for preparing engineering designs and specifications; managing all development review and conditioning; managing public works inspections and contract administration functions; ensuring work quality and adherence to established policies and procedures is maintained; performing the more technical and complex tasks relative to assigned area of responsibility; providing highly responsible and complex professional assistance to the Director of Engineering and other City staff in areas of expertise, and act on behalf of the Director in the event of their absence. In addition, this position will establish processes and procedures, and develop and enhance staff training and development. The Assistant Director will establish a shared City vision and work collaboratively and cooperatively with all other City departments. Examples of Essential and General Responsibilities

 

  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for preparing engineering designs and specifications.
  • Establish schedules and methods for providing engineering design services, and processing development conditions and plan checks; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Perform the more technical and complex tasks of the work unit including preparation, review and revision of various engineering designs and specifications.
  • Inspect engineering and architectural plans, subdivision maps, survey records, plot plans and calculations for accuracy and compliance with applicable rules and regulations.
  • Inspect designs, estimates and specifications for compliance with applicable rules and regulations; check or prepare cost estimates for budgeting purposes.
  • Prepare construction specifications for capital improvement projects; review and administer construction contracts for compliance with State and/or Federal requirements.
  • Prepare reports and presentations for award of capital improvement projects; work with personnel from other City departments and agencies in coordinating engineering activities and related programs.
  • Manage all development review and conditioning; prepare required reports.
  • Preparation, approval, and execution of development conditions; legal descriptions, lot line adjustments, mergers, and other legal documents.
  • Recommend maps and plans for approval by the City Engineer.
  • Administer and coordinate engineering design and plan check contracts; review all plans and specifications on contract projects.
  • Assist in the development and implementation of goals, objectives, policies, procedures, and work standards for the Department; review recommendations and actions of staff and resolve Department issues and concerns.
  • Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Plan, direct, and manage the department's work plan and staff; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with staff to identify and resolve highly sensitive and/or complex problems.
  • Assist in the development and coordination of the Department budget; approve, track, and monitor expenditures required.
  • Prepare analytical and statistical reports on operations and activities.
  • Attend Planning Commission meetings as departmental representative.
  • Attend and participate in professional group meetings, regional agency meetings, and public meetings; stay abreast of new trends and innovations in the field of civil engineering.
  • Perform related duties and responsibilities as assigned.

 

Minimum and Preferred Requirements

 


Experience

Six (6) years of civil engineering experience which includes:
  • Four (4) years as a registered civil engineer; and,
  • Three (3) years of administrative or lead supervisory responsibility at the level of Senior or Principal Civil Engineer in a Public Works or Engineering Department with a public agency.
Education and Training
  • Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field; or an equivalent combination of experience and education. (Education may be substituted on a year for year basis with related job experience, experience is in addition to any other required experience.)
  • Master's degree from an accredited college or university with major course work in public administration or a related field is preferred.
License or Certificates
  • Possession of, or ability to obtain at time of appointment, a registration in the State of California as a civil engineer.
  • Possession of, or ability to obtain at time of appointment, an appropriate, valid California driver license.
  • Possession of, or ability to obtain within six (6) months of appointment, registration in the State of California as a traffic engineer is preferred.
  • Possession of, or ability to obtain within six (6) months of appointment, registration in the State of California as a land surveyor is preferred.
Working Conditions

This position works in an office environment with exposure to computer screens and may require maintaining physical condition necessary for sitting for prolonged periods; light lifting and carrying.
