SALARY:
$67,210.71 - $117,096.00 Annually, plus Benefits

POSITION:
Under general direction of the Airports Director, this position manages a communications strategy, which fosters public understanding and awareness of the Department's goals, programs, and services. The incumbent serves as a lead in the daily operation and maintenance of the Airport’s noise monitoring and flight tracking systems, and responds to and analyzes aircraft noise issues and complaints from the public. The position provides the public, media, and County employees with accurate, timely, and consistent information. The nature of this position may require attendance at events or respond to incidents after-hours or weekends.

PAYROLL TITLE:
Agency Public Information Officer I/II

APPROXIMATE SALARIES:
Agency Public Information Officer I: $2,585.03 - $3,619.04 biweekly
Agency Public Information Officer II: $3,216.92 - $4,503.69 biweekly

THE IDEAL CANDIDATE:
The Department of Airports is seeking a collaborative, professional, communicator with a strong customer service orientation and experience creating community engagement. The successful candidate will support community outreach efforts to implement strategic plans for communications, marketing, and community relations that are in alignment with the Department's mission and goals.

The ideal candidate must have a positive attitude, work effectively in a fast-paced team environment, show initiative and adapt well to change, and possess effective public speaking and interpersonal communication skills; is organized, and detail oriented.  The successful candidate will have the background, experience, and knowledge to demonstrate:
  • Knowledge of current principles, techniques, and objectives of public information and public relations programs including communication strategies and tactics; program research and evaluation methods; analytical techniques and principles; appropriate communications technologies; group dynamics; and diversity issues. 
  • Knowledge of principles and practices for media relations; web-based media and multimedia production; social media; graphic design and production, and distribution methods and technologies.
  • Knowledge of emergency public information principles and practices, including planning, preparing, and training for crisis communications. 
  • Experience in modern marketing, promotion strategies, and public relations techniques, technologies, and platforms, including social media and content strategy and tactics, special events planning, community engagement, visual storytelling, and data visualization.
  • Experience functioning in a dynamic, fast-paced, deadline-driven environment, including crisis communications planning and response.
  • Ability to gather necessary information from a wide range of information sources, people and organizations in order to make public information plans and produce materials, including ability to comprehend and make inferences from written materials. 
  • Ability to seek, identify, and effectively convey organizational stories and issues using a wide range of methods and tools. 
  • Ability to produce accurate information using appropriate resources/tools. 
  • Ability to maintain confidentiality of sensitive information. 
  • Knowledge of airport operations, aircraft flight procedures and air traffic control communication standards.
  • Experience with airport noise abatement programs and associated pilot/community outreach.

EDUCATION, TRAINING, and EXPERIENCE:
Extensive experience in communications management in the public or private sector which has led to the acquisition of the required knowledge, skills, and abilities.  An example of a qualifying education and experience is:
  • A Bachelor’s degree in Journalism, Communication, Public Administration, Business, or a related field; and

Agency Public Information Officer I: 
  • Two (2) years of recent, paid, and progressively responsible professional experience in journalism, public relations, or the media managing the communication and information for a public or private sector organization.
 
Agency Public Information Officer II:
  • Two (2) years of recent, paid, and progressively responsible professional experience serving as a public information officer in the public sector or similar environment equivalent to that of an Agency Public Information Officer I.

NECESSARY SPECIAL REQUIREMENTS:
  • Must possess a valid California driver license 
  • Skill in relationship management, enhancing organizational relations and external community interactions
  • Experience partnering effectively with diverse stakeholders internally and externally, including community and business leaders, government officials, staff, and volunteers to build strong relationships, create clarity and deliver successful results
  • Able and willing to work varied hours, including evenings and weekends, as needed
  • Able and willing to deliver presentations to large audiences 

HIGHLY DESIRED:
  • Written and oral bilingual skills in English and Spanish.
  • Knowledge of public sector functions and objectives, or a comparably complex private organization.
  • Some experience in emergency information or crisis communications.
  • Some experience delivering effective public speaking presentations.
  • Video development skills 
  • Knowledge of airport operations, aircraft flight procedures and air traffic control communication standards.
  • Experience with airport noise abatement programs and associated pilot/community outreach

SUPPLEMENTAL INFORMATION:
Work is performed primarily in an office environment, but incumbents may be required to visit various County departments/agencies on a regular basis and meet offsite with business and community leaders, staff of other governmental organizations, and the public.
