The Contra Costa County Employees’ Retirement Association (CCCERA) located in Concord, California, is offering an excellent career opportunity for a Human Resources Manager to join our team. CCCERA is a contributory defined benefit pension plan covering the employees of Contra Costa County and other participating agencies and is governed by a twelve-member Board of Retirement. CCCERA employs approximately 65 employees.

Under general direction of the Deputy Chief Executive Officer, the incumbent plans, organizes, oversees, coordinates and reviews the work of the Administrative Department; participates in the development and implementation of goals, objectives, policies and priorities; recommends, within departmental policy, appropriate staffing and service levels; and performs related duties as required.

Example of Duties:

Plans, organizes, reviews, evaluates, manages and oversees the daily functions, operations and activities of the Administrative Department
Supervises, documents and trains staff on department operations, including legal requirements governing Retirement Board meetings and associated timelines; monitors work input and output
Participates in the development and implementation of department goals, objectives, policies and priorities; recommends, within departmental policy, appropriate staffing and service levels; recommends and administers policies and procedures; prioritizes and allocates available resources
Develops and standardizes procedures and methods to improve the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement and recommends changes to executive management
Recommends and administers policies and procedures for Retirement Board meeting agenda distribution
Participates in the selection of, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures
Reviews and audits the work of subordinates to ensure all work performed is in compliance with mandated and CCCERA policies, procedures, rules and regulations
Directs and ensures the provision of quality customer service; reception services, coordinates department activities with other CCCERA departments, management and staff and responds to service-related matters
Directs the distribution of the Retirement Board packets, monitoring compliance with mandated rules and regulations and the distribution of confidential Board materials
Manages CCCERA’s administrative functions encompassing travel services for the Retirement Board; procurement of equipment and supplies; records retention/off site storage; and facilities/ space layout, utilization and configuration
Evaluates administrative services operations and activities; recommends improvements and modifications; prepares various reports on operations and activities; considers resources availability; negotiates timelines as needed
Prepares documents and conducts presentations to the Retirement Board on matters within assigned program areas; responds to Board questions and comments
Represents the department in meetings with governmental agencies, professional associations, business and community organizations and the public with respect to administrative policies, procedures, practices and legal obligations
Performs related duties as required
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to completion of a four-year college or university with major course work in Business Administration, Public Administration or closely related field and five years of increasingly responsible experience in administration or office management, at least two years of which must have been at a supervisory level.
