$82,014.14 - $141,599.12 Annually, plus Benefits
POSITION:
The present vacancy resides within the Health Care Agency Human Resources division of the County Executive Office. We are seeking a collaborative, analytical, and creative candidate who will be committed to performing highly complex professional-level human resources work related to the following:
1. Recruitment (including nationwide Executive Recruitment)
2. Test Development and Validation
3. Training and Development
IDEAL CANDIDATE:
The Health Care Agency recruitment team is seeking an enthusiastic and innovative individual to collaborate with various departments in order to attract, recruit and hire outstanding, diverse talent to meet the high volume of current and future needs of the Health Care Agency. The ideal candidate is self driven and thrives working in complex, fast paced environments all while providing superior customer service. Ideal candidates will possess the following competencies:
Ideally, the successful candidate will possess significant professional-level human resources experience which includes recruiting for a variety of health care positions within a public-sector environment and be well versed using graphic design programs (Canva, Adobe) to create content that is posted to social media platforms in order to market and advertise various positions. Additionally, the ideal candidate will possess a graduate degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, or a related field.

EDUCATION, TRAINING and EXPERIENCE:

Extensive experience in professional-level, public sector, human resources management which has led to the acquisition of the required knowledge, skills and abilities. An example of a qualifying education and experience is:
HR Recruiter (Personnel Analyst II): Possession of a bachelor's degree in HR, Public Administration, Business Administration, Industrial/Organizational Psychology or a related field AND two (2) years of recent professional-level human resources experience which includes administering full-cycle recruitments.
Senior HR Recruiter (Personnel Analyst III): Possession of a bachelor’s degree in HR, Public Administration, Business Administration, Industrial/Organizational Psychology or a related field AND four (4) years of recent professional-level human resources experience which includes administering full-cycle recruitments.
SUBSTITUTION:
Additional related professional experience may substitute for the educational degree on a year-for-year basis. A graduate degree in a related field may substitute for one (1) year of the required experience.

TRAINING and EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. ORAL EXAMINATION - 100%:
A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE:
The oral examination may be consolidated into one process or expanded into two separate exam components contingent upon the size and quality of the candidate pool.

The selection process will likely consist of an Oral Exam, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified during a job analysis as needed at the time of hire for successful job performance.
