The present vacancy resides within the Health Care Agency Human Resources division of the County Executive Office. We are seeking a collaborative, analytical, and creative candidate who will be committed to performing highly complex professional-level human resources work related to the following:
  1.  Recruitment (including nationwide Executive Recruitment)
  2.  Test Development and Validation
  3.  Training and Development

Ideally, the successful candidate will possess significant professional-level human resources experience which includes recruiting for a variety of health care positions within a public-sector environment and be well versed using graphic design programs (Canva, Adobe) to create content that is posted to social media platforms in order to market and advertise various positions. Additionally, the ideal candidate will possess a graduate degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, or a related field. 

Personnel Analyst II/III

  • HR Recruiter (Personnel Analyst II): $82,014.09 - $114,830.99 Annually
  • Senior HR Recruiter (Personnel Analyst III): $101,132.35 - $141,599.18 Annually

Extensive experience in professional-level, public sector, human resources management which has led to the acquisition of the required knowledge, skills and abilities.  An example of a qualifying education and experience is:

HR Recruiter (Personnel Analyst II):  Possession of a bachelor's degree in HR, Public Administration, Business Administration, Industrial/Organizational Psychology or a related field AND two (2) years of recent professional-level human resources experience which includes administering full-cycle recruitments.

Senior HR Recruiter (Personnel Analyst III):  Possession of a bachelor’s degree in HR, Public Administration, Business Administration, Industrial/Organizational Psychology or a related field AND four (4) years of recent professional-level human resources experience which includes administering full-cycle recruitments. 

Additional related professional experience may substitute for the educational degree on a year-for-year basis. A graduate degree in a related field may substitute for one (1) year of the required experience.

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
  • Skill and ability to exercise sound judgment and decision making 

HIGHLY DESIRED (but not required):
  • Public sector recruitment experience
  • Health care recruitment experience (recruiting hospital and administrative positions)
  • Experience with social media/marketing campaigns
  • Experience in event planning such job fairs and hiring events
  • Significant active recruiting experience
  • Experience working in NeoGov or similar applicant tracking system
  • Experience with Canva, Adobe, or other graphic design/media software
  • Exam development and validation experience

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

The oral examination may be consolidated into one process or expanded into two separate exam components contingent upon the size and quality of the candidate pool.

The selection process will likely consist of an Oral Exam, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool.  In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified during a job analysis as needed at the time of hire for successful job performance. For this reason, it is recommended that your application clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions be completed with care and diligence.
