Job Description
Under supervision of EMS/EPO administration, assists in planning, implementing, monitoring, and coordinating various Emergency Preparedness and Emergency Medical Services (EMS) projects. Incumbent will be responsible for planning, organizing and ensuring completion of technical activities necessary to the operation of the assigned project(s).
 
Duties are primarily performed in a standard office setting. Moderate travel and field work are required, for which private means of transportation may be necessary. Travel may be necessary for participation in a variety of meetings and conferences. Exercises and actual emergencies require work outside of normal hours. Stress may be encountered from tight deadlines and emergency activations. On-call status may be required.
 
THE IDEAL CANDIDATE
The Ventura County Public Health Emergency Medical Services Department is seeking a candidate who is passionate about emergency preparedness and emergency services. The ideal candidate will possess exposure to and understanding of the emergency and medical services healthcare systems working environment. The candidate will possess clear verbal communication, writing skills, and clerical experience. The ideal candidate will also demonstrate an understanding of policies, procedures, and processes specific to the local emergency preparedness programs; such experience can be gained through an organization such as Public Health, emergency medical services including fire and ambulance, hospital emergency room, law enforcement, and emergency management.
 
PAYROLL TITLE:  Community Health Worker
 
EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
 
BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination.
  
DEPARTMENT/AGENCY: Health Care Agency – Public Health
 
Community Health Worker is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies.  There is currently one (1) Fixed-term vacancy scheduled to end on June 30, 2024.

NOTE: A Fixed Term position is a position designated by the Director-Human Resources or Board of Supervisors to which persons may be appointed for fixed terms not to exceed three (3) years. Fixed Term employees are eligible for the same benefits and compensation as Regular employees

Examples Of Duties
Duties may include but are not limited to the following:
Assists the EMS/EPO Administrator with the development and coordination of various federal, state, and local program plans and associated activities related to emergency preparedness and emergency medical services;
Assists with grant deliverables associated with the Emergency Preparedness, Epidemiology and Laboratory Capacity (ELC) and Immunization (IZ) grants;
Provides medical/health operations support in disaster response and planned events;
Facilitates education and training related to preparedness for various medical/health partners;
Works with community groups and agencies and other professional staff in planning, development and implementation of specific emergency preparedness activities and programs;
Assist with the preparation of reports and correspondence; collects, compiles and evaluates information and data related to emergency preparedness, response, and mitigation;
Works with community groups and agencies and other professional staff in planning, development and implementation of specific emergency preparedness activities and programs; and
Performs other related duties as required. 

Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:
 Some experience within Emergency Medical Services or Emergency Preparedness Services that demonstrate the required knowledge, skills, and abilities. An example of the required knowledge is a High school diploma or GED equivalent and one (1) year of working in Emergency Medical Services or Emergency Preparedness activities.

Necessary Special Requirements:
Must possess and maintain a valid California driver's license
One ( 1 ) year of experience in an emergency medical services or emergency preparedness role 
Must be proficient in Microsoft products such as Windows, Word, 
Desired:
Experience working in the Ventura County Public Health Department
Knowledge, Skills and Abilities:

Knowledge of: emergency preparedness and emergency medical services systems; community organization and resources; policies, procedures and processes specific to the local emergency preparedness program;.
  
Skills: Computer literate in Windows environment and skilled in the use of Microsoft Word;
 
Ability to: effectively communicate with individuals and groups; develop trusting and effective working relationships; lead and/or work effectively in a team environment. 

Supplemental Information:
Duties are required to be performed in an office and outdoors with extreme weather conditions; Requires moderate to heavy physical activities such as pushing, pulling, and lifting.

SUPPLEMENTAL QUESTIONNAIRE – qualifying

The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. APPLICATION EVALUATION – qualifying
All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process. 
WRITTEN EXAMINATION - 100%
An un-proctored, online, job-related written examination will be administered to test candidates' knowledge of language usage, interviews/confidentiality, medical knowledge and terminology, interpersonal relations, and filing.  Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
ELIGIBLE LIST 
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
 
BACKGROUND INVESTIGATION:  A thorough pre-employment, post offer background investigation which may include inquiry into past employment, education, criminal background information and driving record is required for this position.
