The Position
The San Joaquin County Human Services Agency is seeking an experienced and enthusiastic professional who desires an exciting career opportunity as a Department Information Systems Manager.
The chosen candidate will work under the direction of the Human Services Agency Administration and is the first level in the Department Information Systems management series. Job duties will include management responsibility for information technology operations and activities within the Human Services Agency. They would also provide expertise and direction in technical areas such as systems and applications development and maintenance, data processing, local and wide area network development and administration, office automation, website development and maintenance, and associated technical services support.
The Department
The Human Services Agency employees approximately 1,400 individuals and has an annual 2022-2023 operating budget of $485M. The Agency determines eligibility for and delivers human services in accordance with state and federal regulations through five operating bureaus: Administration, Adult & Community Services, Income Maintenance, Children Services, and Employment & Youth Services. The Human Services Agency offers opportunities for a life of self-reliance and fulfillment through comprehensive and integrated programs designed to assist their clientele to break the cycle of dependency and poverty.
The Ideal Candidate
The ideal candidate will possess knowledge of operations, services, and activities of a comprehensive information technology programs including systems and application development, data processing, network systems and website development.
Typical Duties
Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university with major course work in computer science, information systems, mathematics, business administration or a related filed.
Experience: Fives years of increasingly responsible, professional analytical information systems experience including two years in a supervisory capacity.
Substitution #1: Possession of an approved information systems technology certificate, or completion of an approved information systems training course may substitute for all or part of the above required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department.
Substitution #2: Additional qualifying experience may substitute for the above required education on a year-for-year basis to maximum of two years.
Compensation and Benefits
Approximate Annual Base Salary: $108,169—$131,480
In addition to the base salary, the County offers an excellent benefits plan which includes a county contribution to health insurance, dental and vision insurance plans. Other benefits also offered by the County include:
1% employer contribution to the County’s 457 Deferred Compensation Plan (valued from $1,080 to $1,314 annually)
1937 Retirement Act - reciprocity with CALPERS
125 Flex Spending Benefits Plan
12 days sick leave annually - unlimited accumulation
10 days of vacation leave (15 days after 3 years, 20 days after 10 years, and 23 days after 20 years)
14 paid holidays per year
10 days of administrative leave per fiscal year
Note: Final appointment will be conditional upon passing a background check and a pre-employment drug screen.
