Artesia Council Receives City Manager Complaint From Some Employees

Nine management-level employees from the City of Artesia have sent a letter to the City Council detailing grievances against top administrator William Rawlings. They are asking Mayor Rene J. Trevino to intervene.

The Press-Telegram reports that the complaining parties include employees from the planning, finance, parks and recreation, community development and administrative services departments. You can read the allegations here. They include claims that he has blocked efforts by some workers to unionize.

The complaint comes a month after a no confidence vote was unanimously approved by members of AFSCME Local 1520.

Rawlings has served as city manager since 2013. Previously, he held the same position in Menifee.
