Villa Park Welcomes New City Manager

Orange County Community Resources Director Steve Franks is headed for city government. Villa Park has selected Franks as its next city manager, effective March 8 at an annual base salary of $127,000.

Villa Park's new top administrator boasts more than three decades of experience in the public sector and has held his current position since 2008. Over the years, he’s held a number of titles including Budget Manager, Analyst Manager, Director of Administrative Services for the Orange County Health Department and Chief of Staff to Supervisor Jim Silva.

“Community is very important to me,” Franks said. “I understand the value of community and the value of responsibility. I understand the tremendous place that Villa Park is – it’s all of those things wrapped in to one. It’s a wonderful place to work, so I’m excited.”

Villa Park has been on the lookout for a city manager since October when Jarad Hildenbrand left to manage the City of La Habra Heights.
